Blind search for available parking space is accountable for most traffic congestion, accident, and pollution in cities, which severely impact people’s life. Parking management based on an online smart parking system is practical to alleviate parking problems in which parking allocation is the core. However, existing researches are weak at satisfying allocation effect and speed simultaneously when solving large-scale dynamic parking allocation problem. To address this problem, we firstly construct an online “Collection-Allocation-Response” smart parking system (CARSP) to offer parking services to users and rent parking spaces from owners so as to obtain revenue for system managers. We then propose a novel Doubly Periodic Rolling Horizon allocation approach (DPRH) that circularly conduct allocation within a short period and reallocation within a long period. We formulate a narrow allocation model (without reallocation) and broad allocation model (with reallocation), both of which are binary integer programming models with the objective of maximizing system integrated benefit. We design seven performance metrics to evaluate the overall allocation effect and speed of CARSP based on DPRH. According to the three-day district-level instance in Beijing, CARSP based on DPRH performs excellently in balancing allocation effect and speed. This study is meaningful for constructing and optimizing an online smart parking system.

For travelers who inevitably use motor vehicles, in the case of limited parking spaces, reserving parking spaces in destination in advance helps reduce the time and emissions of searching for parking spaces and alleviate road traffic pressure. From the perspective of bounded rationality, this paper comprehensively considers the impact of traveler’s personal attributes and behavioral characteristics on parking reservations. The data processing analysis shows that the traveler’s age, gender, monthly income, and other characteristics have a certain impact on the parking reservation choice behavior. Reservation price is the key factor affecting the parking reservation policy. Travelers show different value perceptions of the reserved price of parking spaces, and this process has been verified to be roughly the same as the prospect theoretical model. As the reference point for highest reservation price becomes larger, travelers tend to choose to pay less than the ideal reservation price and become more sensitive to losses. It can be found from the model functions and survey data that the ideal reserved parking space price in the survey area is 5 yuan per hour which equals the normal parking fee, and the ideal parking reservation time is less than 2 hours. The research results provide a basis for formulating reasonable parking reservation schemes and parking policies.

Determining an Optimal Government Subsidy Scheme for Shared Parking Management via a Bi-Level Programming Approach

A bi-level programming model is formulated to determine a government subsidy scheme for shared parking management. The government, as the upper-level decision-maker, seeks to maximize the social benefit by providing subsidy to the shared parking platform, incentivizing the platform to rent more shared parking slots, which can increase the utilization rate of idle parking slots and reduce the curbside parking cruising time of parking demanders. At the lower-level formulation, the shared parking platform, as a reseller, not only matches shared parking slot demanders but also determines which shared parking slots to rent, which is approached by a two-sided decision-making process. A “one-to-many” matching principle is adopted for the platform to maximize its revenue. A modified genetic algorithm is designed to solve the proposed model. Results indicate that the government subsidy has a positive impact on stimulating the shared parking market. Specifically, from the perspective of the government, the subsidy can increase the number of matched shared parking demanders, improve the supply of parking slots, and reduce curbside parking cruising time. From the perspective of the shared parking platform, the subsidy can lead to higher revenue.
