Abstract: The IPI study which appeared on January 16 reported that press censorship was on the rise, even in free countries. On the other hand, the Soviet Union appeared to be easing up on censorship according to the New York Times. Moscow News, a Soviet publication in the English language, resumed publication after six years on January 7.
