Background Fiscal decentralization offers potential for stimulating local economic development in Africa, empowering subnational governments to control revenue and spending. However, challenges such as urbanization, poverty, inequality, insufficient infrastructure, and governance issues hinder the successful implementation of the core tenets of fiscal decentralization. This paper explores the role of digital technologies in promoting greater fiscal decentralization and revenue enhancement, as a strategic response to these local economic development challenges in Africa. Method Through a systematic literature review, this study explores the role of fiscal decentralization in driving local economic development, with a focus on leveraging digital technologies to boost revenue generation and strengthen governance and institutional capacity at the subnational level. Results The research underscores the importance of investing in digital infrastructure, skill development, and regulatory frameworks, while addressing data privacy and security concerns. Conclusion By emphasizing the transformative impact of digital technologies fiscal decentralization and property taxation, this paper contributes to the existing literature and highlights avenues for promoting local economic development across Africa.

The effects of urban heat islands (UHI) have received a lot of attention because they have a huge impact on human health and environmental resource sustainability. A key moment in the history of mankind has been urbanization, and there is no doubt that the world is rapidly urbanizing, which is causing temperature changes. The relationship between climate change and rapid urbanization in Nguru Local Government Area, Yobe State, Nigeria, is investigated in this paper. The study used remote sensing data to reveal the extent of urban microclimate change trends over the next two decades (2001–2021). Thus, the microclimate temperature increased by nearly +5.32 °C in 2021 (39.39°C) compared to 34.07°C in 2001. Furthermore, the minimum temperature in 2001 was 22.33 °C, while that of 2021 was 23.36 ℃. The built-up area increased by 556.73%, from 446 hectares in 2001 to 2,483 hectares in 2021. Accelerated urbanization and the city's blue and green facilities, which are not preserved or safeguarded due to a poor planning system, are to blame for these modifications to the urban climate and design. The study aimed to determine the relationship between urbanization and urban heat islands in Nguru local government area, Yobe State, Nigeria. The picture of the situation in Nguru sheds light on the enormous challenges that cities in developing countries encounter in dealing with local and global climate change-related risks. Indeed, this situation necessitates an integrated strategy to address climate change both within and outside of cities. Policymakers must increase spending on urban planning, fund, adaptation of approaches through urban planning, and strengthen urban planning institutions.

The Effects of Urbanization and Vegetation Cover on Urban Heat Island: A Case Study in Osmaniye Province

This study analyzed the changes in the urban heat island effect in the 30 years (from 1990 to 2021) in the central district of Osmaniye. In this sense, there were two primary goals. Firstly, Land use/land cover change (LULC), land surface temperature (LST), normalized difference built-up index (NDBI), and normalized difference vegetation index (NDVI) were analyzed by using remote sensing methods between 1990 and 2021. Secondly, a linear regression analysis was conducted to determine the factors associated with LST, NDVI, and NDBI. The study results revealed increases in urban surfaces and the average land surface temperature values in the past 30 years and showed a decline in the vegetation with low, medium, and high NDVI values. The regression analysis results indicated a strong negative relationship between LST and NDVI and a strong positive relationship between LST and NDBI. It was also found a robust negative relationship between NDBI and NDVI. In light of the findings, it was stated that the amount of open and green areas should be increased in order to prevent the negative effects of the urban heat island in the central district of Osmaniye. For this purpose, it has been proposed to encourage green roof systems throughout the city, to create city parks and to create a green belt system. In addition, as a result of the study, the importance of preventing forest destruction caused by over-settlement in the Amanos Mountains, which is one of the rare habitats of the world with different plant species, was emphasized. In this sense, legal sanctions should be employed to protect those areas and prevent construction.
