Abstract:The risks caused by climate change are worsening worldwide, and it is recognized that national and regional responses to climate change are essential. This study therefore explores climate change risks that have been recognized as fatal to people and the environment by analyzing multi-influence factors that appear in multiple risk indicators. The climate change risks in this study are based on 73 existing risk indicators; the frame data for multi-influence risk factors are based on 3098 newspaper articles published over 24 years on the impact of climate change in South Korea. The main outcomes for this study were finding climate change risk trend from newspaper articles regarding climate change impacts through text-mining, and figuring out the multi-risk indicators that are likely to occur at the same time with other risk indicators using network analysis. From the network analysis, we found that the major risk indicators have a high degree of interrelationship among risk indicators, including "increase in mortality rate from disaster", "increase in flood areas due to coastal flooding", and "destruction of repair facilities due to flooding (river bank, etc.)". The main risk indicators derived from this study can therefore be used as a reasonable standard when identifying the main risks posed by climate change and defining future adaptation planning priorities.

Klaten Regency is located in Central Java Province, Indonesia, ranked as 19 th most susceptible area in Indonesia. Among of many disasters those take place in Klaten are floods, landslides, and earthquake, which cause damages and loss of lives. Unfortunately, some areas in Klaten Regency are also very vulnerable to the disasters that often contribute severe damage and loss. This paper presents result of risk analysis due to floods, landslides and earthquake disaster at Klaten Regency. Several parameters or criteria are utilized to describe the level of the disaster intensities. The flood susceptibility parameters are the Topographic Wet Index (TWI), Normalized Difference Vegetation Index (NDVI), permeability and roughness, as proposed by Kafira, et al. (2015). The landslide susceptibility are the geology, slope, elevation, distance from fault, distance from rivers, rainfall and land use, as suggested by Thearith (2009) whereas the earthquake susceptibility was referred to FEMA P-154 by using the Ss and S1. The vulnerability and risk analysis are carried out by referring to the parameters as stipulated by the Chief Regulation of the National Board of Disaster Management No.2 Year 2012 (Perka Badan Nasional Penanggulangan Bencana-BNPB), concerning the parameters being used for the vulnerability analysis, i.e. population density, poverty ratio, land use, and level of Gross Regional Domestic Product. Further spatial analysis of the risk performs the multi-disaster risk map as a combination between the floods, landslides and earthquake disaster risk in Klaten Regency. The established multi-disaster risk map shows the risk level in the Klaten Regency, i.e., 16.31% at very low risk, 33.01% at low risk, 34.49% at medium risk, at 14.22% high risk and 1.97% at very high risk.

Mainstreaming Multi-Risk Approaches into Policy

Multi-risk environments are characterized by domino effects that often amplify the overall risk. Those include chains of hazardous events and increasing vulnerability, among other types of correlations within the risk process. The recently developed methods for multi-hazard and risk assessment integrate interactions between different risks by using harmonized procedures based on common metrics. While the products of these assessments, such as multi-hazard and -risk indexes, maps, cascade scenarios, or warning systems provide innovative and effective information, they also pose specific challenges to policy makers and practitioners due to their novel cross-disciplinary aspects. In this paper we discuss the institutional barriers to the adoption of multi-risk approaches, summarizing the results of the fieldwork conducted in Italy and Guadeloupe and of workshops with disaster risk reduction practitioners from eleven European countries. Results show the need for a clear identification of responsibilities for the implementation of multi-risk approaches, as institutional frameworks for risk reduction remain to this day primarily single-risk centered. Authorities are rarely officially responsible for the management of domino effects between e.g., tsunamis and industrial accidents, earthquake and landslides, floods and electricity network failures. Other barriers for the implementation of multi-risk approaches include the limited measures to reduce exposure at the household level, inadequate financial capacities at the local level and limited public-private partnerships, especially in case of interactions between natural and industrial risks. Adapting the scale of institutions to that of multi-risk environments remains a major challenge to better mainstream multi-risk approaches into policy. To address it, we propose a multi-risk governance framework, which includes the phases of observation, social and institutional context analysis, generation of multi-risk knowledge and stakeholder engagement processes. Yet, more research is needed in order to test the framework and to identify the hallmark characteristics of effective multi-risk governance.
