A review of adaptation options in fisheries management to support resilience and transition under socio-ecological change

Abstract: Social-ecological systems dependent on fisheries must be resilient or adapt to remain viable in the face of change. Here, we identified possible interventions (termed “adaptation options”) from published literature, aimed at supporting social or ecological resilience and/or aiding adaptation to changes induced by environmental or social stressors. Our searches centered on nations/regions across North America, Europe, and the South Pacific, encompassing fisheries literature with and without a climate change foc… Show more

“…Adaptation plans will depend on the biological characteristics of the fishery resources, on the characteristics of the fishery, and on the capacity of fishers to adapt to changes associated with climate change. Changes in the distribution and abundance of fishery resources can affect accessibility for artisanal and industrial fishing fleets, which may require changes in size and capacity of fishing vessels, characteristics of fishing gears, and in fuel consumption 58 , 63 , 78 . Conflicts can arise between neighbouring human communities and nations as resources decrease in abundance from common fishing areas but increase in abundance in other areas.…”

“…At what point is it necessary to forgo efforts to maintain system structures and enact transformational adaptation to prevent or reduce sizable risks inevitable in the face of climate uncertainty? What are the barriers to transformative actions, and how can these be remedied to initiate lasting change in otherwise vulnerable systems (Bierbaum et al, 2013 ; Woods et al, 2022 )? These are questions for social and ecological systems alike on the cusp of transformation.…”

“…Poulain et al, 2018, Bahri et al, 2021, Galappaththi et al, 2021. In this TS, Woods et al, (2022) present a thorough and comprehensive review of adaptation options aimed at supporting social or ecological resilience and/or aiding adaptation to changes induced by environmental or social stressors in North America, Europe and the South Pacific. Contrary to their expectations, most examples focus on management adaptation aiming at enhancing ecological resilience in response to environmental or social stressors outside of the context of climate change and are, thus, poorly tailored to face its impacts.…”
