Multi-attribute group emergency decision making (MAGEDM) has become a valuable research topic in the last few years due to its effectiveness and reliability in dealing with real-world emergency events (EEs). Dynamic evolution and uncertain information are remarkable features of EEs. The former means that information related to EEs is usually changing with time and the development of EEs. To make an effective and appropriate decision, such an important feature should be addressed during the emergency decision process; however, it has not yet been discussed in current MAGEDM problems. Uncertain information is a distinct feature of EEs, particularly in their early stage; hence, experts involved in a MAGEDM problem might hesitate when they provide their assessments on different alternatives concerning different criteria. Their hesitancy is a practical and inevitable issue, which plays an important role in dealing with EEs successfully, and should be also considered in real world MAGEDM problems. Nevertheless, it has been neglected in existing MAGEDM approaches. To manage such limitations, this study intends to propose a novel MAGEDM method that deals with not only the dynamic evolution of MAGEDM problems, but also takes into account uncertain information, including experts' hesitation. A case study is provided and comparisons with current approaches and related discussions are presented to illustrate the feasibility and validity of the proposed method.

Fifth generation mobile networks are being developed to compensate the explosive growth of data traffic and shortage of spectrum. Fifth generation networks consist of multi‐tier heterogeneous network in which multi cells and multi networks are involved. The heterogeneity of different classes of base station improves spectral efficiency and provides flexible coverage area. Hence, in the heterogeneous network environment, deciding to which one mobile should connect is called network selection problem. In this paper, network selection problem in heterogeneous network is simulated by multi attribute decision making algorithm, game theory, and prospect theory. Prospect theory is new in the field of network selection. The weights for different network attributes are computed by analytical hierarchical process, standard deviation, and entropy method. The 4 different applications, i.e., video, voice, web browsing, and email transfer are considered for which available bandwidth, packet jitter, packet loss, and cost per byte are taken as most important attributes, respectively. The weights for different applications are calculated by analytical hierarchical process method. The selection is done in environment composed of heterogeneous networks such as Wi‐Fi, WiMAX, WLAN, LTE, UMTS, and GPRS. So different networks are selected for different applications because only 1 network cannot fulfill the requirement of the all applications. The performance of different methods is shown in relative standard deviation and accuracy. Prospect theory gives the maximum values of relative standard deviation and accuracy.

This paper introduces a new type of behavioral ordered weighted averaging (BOWA) operator, to incorporate decision maker's gains and losses behavior tendency into the information aggregation process. The main characteristic of this BOWA operator is that it considers behavioral weights and ordered weights in the same formulation. We further provide a calculation method of the behavioral weights, in which various psychological preferences of different attribute types of the decision maker can be expressed intuitively. In addition, we discuss some particular cases of BOWA operator and its main properties.Finally, a numerical example is used to illustrate the use of the proposed method.
