Debates on carbon costs and carbon pricing to accelerate the reduction of greenhouse gas (GHG) emissions are emerging as cities develop local policies and programs to achieve carbon neutrality. This paper focuses on how cities formulate economic instruments and adopt carbon pricing experiments to support their climate objectives. Extensive literature is available on science-policymaking interface Integrated Assessment Models (IAM) and on the two mainstream approaches of carbon cost formulation—Social Cost of Carbon (SCC) and Marginal Abatement Cost (MAC). Although, the literature on how governments develop climate policy instruments, particularly towards a local carbon cost, is recent. We start by reviewing these essential concepts and tools for carbon cost formulation. We then critically review a set of local carbon pricing experiments, totaling fourteen international cities, and confirm a great demand for scientifically robust, verifiable, and transferable carbon cost methodologies at the local level. We thus propose an approach to assess the short-term technology cost of CO2 emission reduction in the mobility sector in Matosinhos municipality, Portugal. Our approach shows that a carbon cost methodology at the local level with robust, verifiable, and transferable results is possible. We advocate for a methodological advance to estimate versatile CO2 prices suitable for local conditions.

Participants of the fourth edition of SHL recognition challenge 2021 aim to recognize eight locomotion and transportation activities in a user-independent manner based on radio data, including GPS reception, GPS location, WiFi reception, and GSM cell tower scans. Team "DD" proposes applying Google's AutoML Tables service to preprocess data, train, and evaluate the model. During this challenge, we showed the advantages and disadvantages of AutoML Tables. In addition, we have employed additional complimentary publically available datasets. AutoML Tables helped to train an artificial neural network model using the AdaNet algorithm. As a result, it has shown an ability to recognize classes with a precision of 81.2% and recall of 78.2%. Also, we opened the source code of the required feature engineering and published it on GitHub: https://github.com/dbalabka/shl-activity-recognition-2021. The coronavirus disease COVID-19 has spread worldwide since early 2020, and it has impacted mobility emissions due to mobility restrictions and e.g. increased remote work. This creates a good opportunity to assess how mobility emissions have reduced due to COVID-19. This research is based on data related to mobility distances and modes that have been automatically collected by using a mobile phone application in the city of Lahti, Finland. The results show that mobility decreased in total by approximately 40% during the first wave of COVID-19 in spring 2020. The global warming potential decreased at the same time by approximately 36%. In addition, a considerable shift in modal shares could be seen. The relative modal share of passenger cars increased by 6 percentage points while the share of public transport decreased by 18 percentage points. Despite the considerable reduction, further reductions in emissions from mobility are needed to meet the 1.5 degree climate targets in the urban mobility sector. However, further reductions can be reached also by increasingly using renewable mobility energy sources.
