Culture has long been recognized and conceptualized as an important and indispensable influencing factor in policy transfer. However, inadequate attention has been devoted to the study of culture in this area of scholarship. Using qualitative data, mainly from interviews with policy-makers and policy-takers in Vietnam, this paper examines the relevance of culture in Vietnam’s merit-based policy transfer. It indicates how the conceptualization of culture is significant to policy transfer analysis. It also shows that culture at all levels—macro, meso, and micro—can influence both the policy transfer process and the outcomes. At the same time, it contends that despite this important role, culture acts more as a joint-influencing factor than a sole determinant in policy transfer. This paper argues that a multi-level and culture-sensitive approach to cultural analysis in policy transfer is a key to understand the dynamics of culture in the process.

Geographers and urban studies scholars tend to rely on policy mobilities approaches to explain processes of policy spread, whereas political scientists and public policy scholars usually draw on either policy diffusion or policy transfer. I challenge this widespread scholarly practice of selecting approaches based on the association with a certain discipline. Instead, first and foremost, the specific research aim(s) and question(s) should shape the choice of theoretical lens. Analytical or policy outcome‐oriented studies should rely on policy diffusion and policy transfer, while a policy mobilities approach is best suited for more (policy) critical analysis. The approaches can also complement each other to a certain degree. Analytical and policy outcome‐oriented approaches need a stronger critical perspective while policy mobilities scholars need to underpin their critique with constructive suggestions on how to improve established practices.

Climate change contrarian think tanks in Europe: A network analysis

Drawing from network theory and previous findings from US-based analyses, we measure the structure and interconnectedness of climate contrarian think tanks in Europe. This exploratory analysis can illustrate European organizations’ capacity to promote or disrupt political discourse. To this end, we use social network analysis to conduct actor-focused research. We identify the individuals bridging European think tanks, as well as their ties with the US climate change contrarian network. Our analysis reveals a discernible network structure for European climate change contrarian think tanks, with a profile connected to neoliberal organizations, including a few, but highly relevant links, with the US countermovement. We also find that the European think tanks’ institutional structure is very much shaped by a strong predominance of men, which aligns with previous research on masculinity and climate contrarianism.
