A practical foveation-based rate-shaping mechanism for MPEG videos

Abstract: Foveation is one of the nonuniform resolution properties of the human visual system. Recently, different foveation models are proposed and utilized for image and video coding, for the sake of bit-rate saving with no or minor perceptual quality distortion.
