Several smart cities initiatives are currently underway around the world, and this trend is expected to grow in the coming years. Such initiatives should be designed according to the needs and conditions of each municipality, with the aim of expanding or generating public value for stakeholders. This paper analyzes the results obtained from a first evaluation cycle of the Smart Cities MethodoLogy and its components (a reference model and an assessment method), developed based on a Public Value perspective, in a study conducted within the Design Science epistemological paradigm and Design Science Research method. The artifacts developed to solve the identified problem were evaluated, based on the perceptions reported by representatives of the Quadruple Helix (government, industry, academia and citizens) from different knowledge areas. The results of this first evaluation cycle allowed for improvements to be made to the initial versions of the three artifacts and the perceptions obtained indicated they can aid in the design and evaluation of smart cities by bringing together supposed intelligent best practices that generate public value, thus constituting a scientific contribution of a prescriptive nature.

More than 95 percent of all the businesses around the globe are small-and medium-sized (International Organization for Standardization [ISO], 2016). However, the limited resources of small businesses represent a difficulty in implementing a quality management system (QMS) complied with ISO 9001:2015, which is many times demanded by the supply chain of these companies. The object of this research was to develop an artifact, named e-Qualifácil, to access the current stage of the small business' QMS. Using the Design Science Research method, the artifact was built considering the seven guidelines of the Design Science and the five phases of research applied to development cycles of artifacts. e-Qualifácil was tested in three small businesses of discrete manufacturing. For each business, the artifact generated a prioritized list of activities that together represent an action plan for the adequacy of business' process to the requirements of the ISO 9001 standard. In addition, the application process of the artifact pointed out the lack of leadership in planning, formalization and control of quality processes, and technical processes in general. Design Science Research showed up as a good option to include rigor in organizational interventions and a practical tool to strengthening knowledge dissemination.

O presente artigo apresenta os resultados do estudo da articulação de políticas culturais com a comunicação pública a partir da transformação dos dados abertos de governo em conhecimento plausível de interpretação para os cidadãos. Baseado nadesign science research, a pesquisa apresenta, enquanto resultado, a criação de um artefato (o software Elum) que operacionaliza a comunicação pública a partir das informações disponíveis no Tribunal de Contas do Estado do Rio Grande do Sul, Brasil, sobre a administração pública municipal acerca das despesas no setor cultural. Tal interesse está associado com a transparência, a accountability e o controle social, estabelecidos por dispositivos legais e traduzidos em portais de acesso à informação,portais de transparência e controle social. Os dados acessados pela pesquisa foram tratados (enquanto indicadores) e comunicados (enquanto comunicação pública) para gerar uma equivalência cognitiva entre quem os dispõe e quem tem potencial interesse em compreendê-los. Assim, prototipou-se um fluxo de relações comunicativas para o interesse público. Além disso, o estudo revela a recontextualização da comunicação pública diante de algoritmos, interfaces e dispositivos que reordenam os fenômenos sociais ligados ao exercício de observação das políticas públicas. Em conclusão, destaca-se a necessidade de a área da comunicação articular-se com outros campos do saber, tendo implicações epistemológicas (a construção do saber da comunicação diante de dados, algoritmos e interfaces) e implicações metodológicas (metodologias que possam pensar e desenvolver artefatos capazes de gerar soluções para problemas estabelecidos na realidade social).
