This chapter identifies "context minimization error" as the tendency to ignore the impact of enduring neighborhood and community contexts on human behavior. The error has adverse consequences for understanding psychological processes and efforts at social change. The chapter describes a series of theoretical models of how neighborhoods and community settings are associated with various aspects of human welfare and reviews evidence of associations of contexts with health, psychological distress, risky behaviors, psychological attitudes, and child development. It suggests that many psychological processes may play out differently in different contexts and that contextual factors interact with sociocultural characteristics of individuals in predicting outcomes. People, in turn, can shape community contexts. A more sophisticated understanding of the effects of contexts depends on more sophisticated approaches to assessing them.

INTRODUÇÃOA ideia central deste trabalho é a de que os psicólogos devem prestar maior atenção aos comportamentos humanos em determinados contextos comunitários. As condições nos contextos de vizinhança e outros contextos comunitários estão relacionados com a saúde mental e física, com as oportunidades, os níveis de satisfação e com o grau de envolvimento dos residentes. Estão também relacionados com o sucesso escolar das crianças e o seu desenvolvimento, bem como com problemas de comportamento, por exemplo, o acompanhamento dos adolescentes por parte dos pais. Os contextos funcionam como mediadores de outros processos individuais ou familiares, sugerindo que algumas teorias da psicologia não abrangem a diversidade de ambientes em que muitas famílias americanas vivem as suas vidas. Por exemplo, a qualidade dos cuidados parentais pode depender do risco existente numa determinada zona residencial. Na realidade, tal como apontamos mais adiante, as consequências dos contextos podem ser interpretadas como características individuais, conduzindo a inferências erradas.A tendência dos observadores para minimizarem os efeitos imediatos das situações sociais e sobrevalorizarem as consequências das predisposições individuais tem sido de tal modo recorrente que Ross (1977) a denominou erro fundamental de atribuição. Existe um paralelo entre menor rapidez na identificação do erro que é ignorar os efeitos do contexto, ou quando as características individuais e situacionais são confundidas e a atribuição de todas as diferenças é feita aos indivíduos. Denominamos esta situação de "tendência evidente para realizar atribuições causais", dos percursos individuais, "partindo das diferenças individuais, como a personalidade, a motivação ou inteligência" (Earls & Buka, 2000) como "erro de desvalorização dos contextos". Este erro conduz ao empobrecimento das teorias e significa, ainda que os programas e as políticas sociais falhem na identificação desta complexa interligação entre indivíduos e contextos

How do those in power decide to include and exclude those at the margins from community life? We used simulated review of research vignettes to examine how researchers and members of Institutional Review Boards make decisions concerning the research participation of adults with and without intellectual disabilities. Results indicate that decision-makers are influenced by the disability status of the sample, characteristics of the research in which they are engaged, and their attitudes toward the research participation of adults with intellectual disabilities as well as their own relationship to the research process. For example, decision-makers may create situations that limit the self-determination of adults with intellectual disabilities and adults without disabilities within the research context, particularly when the research poses some risk of harm to participants. Implications for theory, action and research are explored.
