City logistics aims to increase the efficiency and mitigate the negative effects of logistics processes and activities, and at the same time support the sustainable development of the urban areas. Major European and national research projects, undertaken from the end of the last century onwards, indicate that the state of the urban area logistics is quite critical. The situation requires a comprehensive analysis and active participation of the authorities and companies in order to solve the growing problems and define the sustainable solutions which would encourage the economic development and improve the living conditions in the city. In order to make logistics activities less routine, and thereby more efficient, many initiatives have been launched, especially in the terms of environmental impact and service quality. However, the changes are slow and environmental trends are setting new challenges. The main problem is the lack of planning activities and comprehensive and long term policy of city logistics. Decisions of city planners are often inadequate, without the analysis of existing situation and interaction of city logistics and complex socio-economic system of the city and its surrounding, without research and studies of different measures and impacts on the overall city logistics system. This article presented the current situation and trends in the implementation of logistics chains within the urban areas in order to highlight the complexity of solving the problems of a complex city logistics system.

1. UVOD Rast problema realizacije robnih tokova i pritisak javnosti od kraja prošlog veka podstakli su interesovanje za oblast city logistike (CL). Zapravo, porasla je svest i briga o uticaju logističkih aktivnosti na ekonomsku, ekološku i društvenu održivost gradova. Od ovog perioda raste broj istraživanja, formiraju se baze podataka, definišu i testiraju različite inicijative i koncepcijska rešenja.[1] U cilju dobijanja relevantnih podataka i pregleda stanja, od kraja prošlog veka realizovano je nekoliko velikih evropskih i nacionalnih istraživačkih projekata. Svi oni ukazuju da je stanje logistike urbanih sredina prilično kritično i zahteva detaljnu analizu, hitne intervencije i dugoročna reše-nja. Pokrenute su mnoge inicijative kako bi logističke aktivnosti bile manje rutinske, a pritom efikasnije, naročito sa aspekta uticaja na okruženje i kvaliteta pružanja usluga. Međutim, promene su spore i čini se da niko od učesnika city logistike ne želi da napravi brži progres. [2] Logistika treba da bude servis lokalnoj ekonomiji i treba da prati ekonomske promene. Da bi realizacija robnih tokova bila efikasnija i ekološki prihvatljivija, gradovi moraju da uspostave adekvatan sistem planiranja i upravljanja logističkim aktivnostima. Neophodna su istraživanja, procene zahteva, analize problema, uspostavljanje logističkog foruma za sve interesne grupe i formiranje i konstantno ažuriranje baze parametara city logistike. Neke od navedenih aktivnosti generišu relativno male troškove, a mogu doneti velike koristi privrednom sistemu grada i regiona.[3] U razvoju i implementaciji rešenja CL učestvuju različite grupe, sa različitim ciljevima i interesima, na dobrovoljnoj ili obavezujućoj osnovi.[4] Razlog učešća može biti dostizanje održivosti, sticanje profita ili zakonska obaveza. Najveći uticaj na razvoj i implementaciju rešenja ima gradska uprava, a zatim aktivni učesnici logističkih lanaca (pošiljaoci i primaoci robe i provajderi logističkih usluga) [3]. Inicijative, rešenja CL zahtevaju manje ili veće promene ponašanja učesnika sistema, uglavnom bez prethodne analize uticaja. Sa druge strane, učesnici, interesne grupe će podržati rešenja samo ukoliko ne izazivaju negativne posledice ili su one manje od pozitivnih efekata.U cilju prihvatljivosti, uspešne implementacije i održivosti rešenja adekvatnim metodama treba podstaći učešće svih interesnih grupa prilikom njegovog definisanja i sagledati efekte, posledice na celokupan sistem city logistike. Međutim, promene pristupa reša-vanja problema i integrisano planiranje, zahtevaju određeni nivo poznavanja prirode logističkih aktivnosti, što najčešće nije slučaj.  Javni sektor, odnosno lokalne vlasti ne poznaju dovoljno prirodu i probleme realizacije logističkih aktivnosti u gradu, a provajderi logističkih usluga nemaju dovoljno razvijenu svest o potrebi dostizanja održivosti koju forsira lokalna uprava.  Interakcija privatnog i javnog sektora je na izuzetno niskom nivou što uslovljava međusobno nerazumevanje učesnika CL.  Rešenja su predodređena na neuspeh ukoliko inicij...

Abstract:Green production has become an important issue in PCD (Product Collaboration Design) for almost every enterprise, and will determine the sustainability of enterprises in the long term. The choice of design partner is a necessary condition in order to achieve green production. For the uncertain, fuzzy, and dynamic information such as unknown indices and weights, fuzzy semantics, and dynamic time factors in GPCD (Green Product Collaboration Design), a two-stage dynamic hybrid MADM (Multi-Attribute Decision Making) approach based on fuzzy DEMATEL (Decision-Making and Trial Evaluation Laboratory), fuzzy KMA (Karnik-Mendel Algorithm), and fuzzy VIKOR (VlseKriterjumska Optimizacija I Kompromisno Resenje) was proposed. In the first stage, fuzzy DEMATEL was used to determine the evaluation indices. Then, in the second stage, to accurately depict the dynamic information generated by the different phases of a product design, the dynamic evaluation method based on fuzzy theories was employed, and the weights of the indices were calculated by fuzzy KMA, then sorted by fuzzy VIKOR. Finally, a case study and a comparative analysis wre provided to illustrate the effectiveness of the proposed approach.
