Along with the rapid urbanization and economic growth in China over the last four decades, the higher education in Fire Safety Science and Engineering has been developed and changed significantly. This work systemically reviews the origin and evolution of fire safety higher education history in China, from Fire Protection Technology (before the 1980s) to Fire Safety Science and Engineering (from about 1985 to the 2010s) and to Human-Oriented Public Safety and Smart Firefighting (from the 2010s to today). The scopes of fire safety discipline are discussed by introducing the requirements of firefighters, registered professional fire protection engineers and safety engineers in China. The courses and curriculum in fire safety higher education in representative universities are introduced and compared in detail. By comparing their undergraduate and postgraduate programmes, we explain the context of fire safety education in different universities. From a historical viewpoint, we introduce the unique features and the diversity developed in different institutes, based on the evolution of programme documents and first-hand teaching materials. This review aims to introduce the higher education systems of fire safety in China to the world and encourage more international collaboration with the Chinese fire safety science and engineering communities in the future. While rail transport is growing for medium-distance journeys, the first and last miles are travelled by road, marking a change of transport mode in inland terminals (ITs). Moreover, the introduction of ITs in seaport hinterlands is increasing with a view to decongesting ports, and the best transport mode to connect these ITs with ports is that of rail.In 2013, chemicals were involved in 48 rail accidents in the EU-28 and in 667 in the United States (US). An appropriate design for the layout of inland terminals for containers with dangerous goods (ITDGs) involved in the rail system will increase the safety and operability of rail transport, avoiding accidents such as Tianjin (2015).The novelty of this work is a methodology to design the layout of ITDGs involved in rail transport through a hierarchy of container handling equipment (CHE), used in the yard of the terminal for a safer, more resilient and more environmentally friendly rail transport.The AHP (analytic hierarchy process) was used to hierarchize five alternative layouts, one for each CHE used in the yard; and according to criteria belonging to three areas: safety and security, environment and equipment performance. Results show that a layout linked to platforms is the preferred alternative for storing containers with dangerous goods (DGs) in ITs connected to railways.The implementation of this methodology will reduce consequences in the case of a serious accident in, or terrorist attack on, ITDGs involved in the rail system and GHG (greenhouse gas) emissions in the terminal. a key role in diminishing the pressure on the inland segment of freight distribution. This will reduce traffic, risk, and associated environmental impacts in regions surrounding ports and may become a relevant element of the supply chain. This is especially true due to the high costs for companies and legal requirements involved in seaport facilities. The mode of transport (road, barge or rail) used to access the hinterland from the seaport will depend on the distance between them, their availability, the costs and the quality of the service (e.g. transit times). The use of rail transport, from a cost perspective, is the most competitive in distant terminals (more than 300 km). Identifying the causes of accidents is essential for learning lessons and preventing similar accidents. Safety capability factors cannot be ignored when considering the causes of accidents. Therefore, safety capability is an important perspective to develop a cause analysis framework. This study focuses on a cause analysis framework based on safety capability in the 24Model. First, this study introduces the safety capability in the 24Model and elaborates on the five safety capability dimensions. Second, a 24Model‐based causal analysis framework from a safety capability perspective and its application process is proposed. Third, the Tianjiayi explosion accident is analyzed using the proposed framework. In this accident, fourteen safety capability factors in four categories: safety knowledge, safety awareness, safety habits, and safety psychology are identified and analyzed. The case study provides a critical process demonstration for analyzing safety capability factors and validates the usability of the proposed framework. Additionally, the strengths of the framework and the limitations of the study are discussed. In the future, this framework can facilitate the development of a safety capability factor database and data‐driven safety management approaches.
