An airport is a multi-stakeholders environment, with work processes and operations cutting across a number of organizations. Airport landside operations involve a variety of services and entities that interact and depend on each others. In this paper, we introduce the Landside Modelling and Analysis of Services (LAMAS) tool to simulate, analyze and evaluate the interdependencies of services in airport operations. A genetic algorithm is used to distribute resources among the different entities in an airport such that the level of service is maintained. The problem is modelled as a multiobjective constrained resource allocation problem with the objective functions being the maximization of quality of service while reducing the total cost.

Hava taşımacılığı talebindeki değişim ve hava ulaşımına olan talebin yıldan yıla büyük artışlar göstermesi, havalimanının artan talebi karşılamada zorlanması havalimanı sistemini daha da karmaşık hale getirmektedir. Bu nedenle; havalimanlarının yerleşimi, kapasitesi ve beklenen büyüme gibi konularının değerlendirilmesi bir zorunluluk haline gelmiştir. Bu çalışmada Ankara ilinde mevcut durumda sivil hava trafiğine hizmet veren Esenboğa Havalimanının yanı sıra ikinci bir havalimanı potansiyeli değerlendirilmektedir. Sosyo-ekonomik göstergelerle birlikte, mekânsal planlama, ulaştırma gelişimi, çevresel koruma ve finansal sürdürülebilirlik gibi kriterler havalimanı gelişiminde öne çıkmaktadır. Literatür taraması ve uzmanlarla yapılan görüşmeler sonrasında kriterler uzman anketleri ile belirlenmiş ve ağırlıklandırılmıştır. Anketlerden elde edilen verilere dayanarak çok kriterli karar verme tekniklerinden (ÇKKV) AHP, TOPSIS ve ELECTRE kullanılarak hangi trafik seviyesine kadar Ankara ilinin hava ulaşım talebini mevcut havalimanı ile karşılayabileceği değerlendirilmiştir.
