China’s Belt and Road Initiative (BRI) is the largest infrastructure scheme in our lifetime, bringing unprecedented geopolitical and economic shifts far larger than previous rising powers. Concerns about its environmental impacts are legitimate and threaten to thwart China’s ambitions, especially since there is little precedent for analysing and planning for environmental impacts of massive infrastructure development at the scale of BRI. In this paper, we review infrastructure development under BRI to characterise the nature and types of environmental impacts and demonstrate how social, economic and political factors can shape these impacts. We first address the ambiguity around how BRI is defined. Then we describe our interdisciplinary framework for considering the nature of its environmental impacts, showing how impacts interact and aggregate across multiple spatiotemporal scales creating cumulative impacts. We also propose a typology of BRI infrastructure, and describe how economic and socio-political drivers influence BRI infrastructure and the nature of its environmental impacts. Increasingly, environmental policies associated with BRI are being designed and implemented, although there are concerns about how these will translate effectively into practice. Planning and addressing environmental issues associated with the BRI is immensely complex and multi-scaled. Understanding BRI and its environment impacts is the first step for China and countries along the routes to ensure the assumed positive socio-economic impacts associated with BRI are sustainable.

When responding to crises, a joint approach is often used, which requires coordination among government agencies and other institutions. In this article we combine the vertical and horizontal dimensions to develop a theoretical framework to explain the patterns and performance of coordination. By drawing on structural-instrumental and institutional perspectives, we examine the coordination structures and mechanisms in China's crisis management at the central and local levels. We outline the main structural characteristics of the Chinese system and the overall challenges it faces. We then discuss four crises that have happened in and around Beijing, using these to understand the crucial factors driving coordination successes and failures. Lastly, we discuss some comparative features and the theoretical and policy implications of our main results.

Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.
