A Multi-Criteria Decision Support Concept for Selecting the Optimal Contractor

Abstract: A way to minimize uncertainty and achieve the best possible project performance in construction project management can be achieved during the procurement process, which involves selecting an optimal contractor according to “the most economically advantageous tender.” As resources are limited, decision-makers are often pulled apart by conflicting demands coming from various stakeholders. The challenge of addressing them at the same time can be modelled as a multi-criteria decision-making problem. The aim of thi… Show more

“…Similarly, Zhao et al (2020) applied efficiency method to initially prequalify the contractors, and later those contractors were allowed to offer any financial bid, and the final award is subject to the consent of decision makers (DMs) centred on the solo bid price. Marović et al (2021) developed a model but impropriate quality criteria were considered for the model.…”

“…In this paper, FDT was used as classifier for the induction of the structure function. This classifier is often explored in medical applications because it allows a good visualisation of the decision [22]; but, according to studies in [39,62,63], the Neural Network and Deep Leaning methods are effective and have the best accuracy for many applications. The Deep Leaningbased method has been used for COVID-19 detection based on X-ray image analysis [64], natural language processing [65], and epidemiology forecasting [66].…”

“…This problem is typical for Data Mining. There are many Data Mining-based methods that allow classifying of uncertain and incompletely specified data [37,39]. In this paper, the Fuzzy Decision Tree is used for the classification of initial data to construct the structure function.…”

“…According to Sarvari et al [25], capabilities such as new technologies, the use of previous experiences, knowledgeable teams, and the selection of suitable contractors are among the most important success factors in construction projects. Marović et al [26] proposed a decision support concept to select the optimal contractor. The proposed concept is based on the synergistic effect of the AHP and PROMETHEE methods, each applied at different stages of the procurement procedure.…”
