With the rapid outbreak of COVID-19, most people are facing antivirus mask shortages. Therefore, it is necessary to reasonably select antivirus masks and optimize the use of them for everyone. However, the uncertainty of the effects of COVID-19 and limits of human cognition add to the difficulty for decision makers to perfectly realize the purpose. To maximize the utility of the antivirus mask, we proposed a decision support algorithm based on the novel concept of the spherical normal fuzzy (SpNoF) set. In it, firstly, we analyzed the new score and accuracy function, improved operational rules, and their properties. Then, in line with these operations, we developed the SpNoF Bonferroni mean operator and the weighted Bonferroni mean operator, some properties of which are also examined. Furthermore, we established a multi-criteria decision-making method, based on the proposed operators, with SpNoF information. Finally, a numerical example on antivirus mask selection over the COVID-19 pandemic was given to verify the practicability of the proposed method, which the sensitive and comparative analysis was based on and was conducted to demonstrate the availability and superiority of our method. Admittedly, with this terrible virus, everyone is eager to get the best mask, but different groups of people should have dissimilar specific needs. Especially under the situation of COVID-19 spreading and a mask shortage, it is everyone's basic duty and obligation to resist COVID-19 without excessive protection. Therefore, for different groups of people, the rational choice and utilization of masks has pivotal practical significance. Obviously, the best masks do not mean the most expensive ones. For most people, it is not necessary to use masks with the same standard as those used by front-line medical staff. The suitability of an antivirus mask is not only related to the protective effect of the mask itself, but also to the tightness (the leakage rate) of the combination of the mask and the human face. In addition, under the severe epidemic situation and the lack of antivirus masks, the choice of masks is also relevant to factors such as reusability and quality of raw materials. Therefore, for the vast majority of people, under the severe epidemic situation, it is essential to consider multiple factors when choosing a mask to optimize the allocation of medical resources. However, people's limited knowledge and the uncertainty of the COVID-19 expansion increases the difficulty and complexity for decision-making about selecting a reasonable antivirus mask. For many developed countries and regions, long-term care is becoming an important issue due to demographic changes and an increasing willingness and need of family members to let the elderly be taken care of by non-family members. Thus, effectively managing long-term care needs has become a major societal concern. In this paper, the public attitude towards long-term care and the satisfaction of long-term care services in Taiwan are examined. First, internal consistency reliability, exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) are applied to delete unimportant indicators. Second, structural equation modeling (SEM) is used to determine which indicators have a statistically significant influence on the public attitude toward long-term care and on the satisfaction of long-term care services. Third, artificial neural network (ANN) is applied to understand the relative importance of the indicators in influencing the public attitude and satisfaction of long-term care services. The contribution of this study is significant because some of the factors investigated in the study should be stressed by the government or institutions to provide more satisfactory services to the elderly and their families.

Analysis of Factors Hindering the Dissemination of Medical Information Standards

Many medical information standards are not widely used in Japan, and this hinders the promotion of the use of real-world data. However, the complex intertwining of many factors hindering the dissemination of medical information standards makes it difficult to solve this problem. This study analyzed and visualized relationships among factors that inhibit the dissemination of medical information standards. Five medical informatics experts affiliated with universities and hospitals were interviewed about the factors that hinder the dissemination of medical information standards in Japan. The presented factors were analyzed using the interpretive structural modeling (ISM) method and the decision-making trial and evaluation laboratory (DEMATEL) method. We found that “legislation” and “reliability” were important inhibiting factors for the dissemination of medical information standards in Japan. We also found a six-layered structure in which “reliability” was satisfied when “legislation” was in place and “expectations” and “personal information” were resolved. The DEMATEL analysis indicated the relationships and classifications of factors hindering the dissemination of medical information standards. Since the adoption of medical information standards does not directly lead to revenue for medical institutions, it is possible to meet the “expectation” of improving the quality of medical care by ensuring “legislation” and “reliability”, that is, ensuring the dependability of medical treatment. The results of this study visually show the structure of the factors and will help solve the problems that hinder the effective and efficient spread of standards. Solving these problems may support the efficient use of real-world data.
