A model for contractors’ selection in Nigeria

Contractor selection process is generally believed to be marred with lots of bias in most developing nations, which sometimes leads to incompetent contractor being selected because it is based mainly on human experience and feelings. In particular, in a culturally biased country like Nigeria where most contractors' selection process is not based on performance but rather on whom you know, not paying attention to important factor/criteria but rather on selfish personal gains, which directly or indirectly affect the public in different forms could have some negative effects on projects. The failure of managers to be objective in decision-making in regard to contractor selection has great consequences for the government as well as corporate organizations in terms of cost incurred, delivery time, and impact on the general welfare of the people. Hence, there is a need for managers to be interested in the selection of contractors, suppliers of materials, equipment, and services as failure or inefficiency on the part of the contractor that could affect the well-being of the people negatively and damage the performance rating of the government. Developing an appropriate model to address the problem of poor contractor evaluation would, no doubt, be a great relief in the selection of contractors. This chapter presents a prototype system for contractor evaluation decision.

Organizational information systems cannot produce any positive outcome unless the endusers accept, adopt and use it. In this paper, we report the results of an investigation of the perception gap between end-users and software developers regarding end-user participation in software development. Our analysis shows the existence of perception gap, which could affect the level of end-user participation in software development. The implication of this is poor acceptance of software system applications and failure of some software system projects.

Abstract:Civil engineering project completion within predetermined time schedule is usually the desire of the client and every other stakeholder. This has been a mirage because project in this case often fails to meet time target as a result of challenges emanating from its various peculiar characteristics. Civil engineering project completion within estimated time target can be achieved by adopting appropriate contractors' selection criteria. This research therefore reflected Quantity Surveyors' and Civil/Structural Engineers' perception on the relevance of contractors' prequalification criteria to time performance of civil engineering project. The purpose was to determine the impact of contractors' selection criteria on time performance of civil engineering project, revealed the contractor prequalification criteria impacting most on time performance of civil engineering project. The primary data used were obtained from construction professionals in consulting, client and contracting organizations engaging in both private and public projects through a well designed questionnaire. Regression analysis and Karl Pearson's coefficient of correlation were employed to evaluate the impact as well as relationship between contractors' prequalification criteria and time performance of civil engineering project. Contractors' prequalification criteria had both positive and negative relationship with time performance of civil engineering project at varying degree of significance. Also, contractors' prequalification criteria significantly impact on and differently predict time performance of civil engineering project. Therefore, prioritizing reputation and past performance as well as strict adherence to the impact order of the set of criteria for contractors' prequalification listed in this study would lead to achievement of civil engineering project that meet time target.
