Abstract-Public Safety (PS) organizations bring value to society by creating a stable and secure environment. The services they provide include protection of people, environment and property and they address a large number of threats both natural and man-made, acts of terrorism, technological, radiological or environmental accidents. The capability to exchange information (e.g., voice or data) is essential to improve the coordination of PS officers during an emergency crisis and improve response efforts. Wireless communications are particularly important in field operations to support the mobility of first responders. Recent disasters have increased the focus and emphasized the importance of the need to enhance interoperability, capacity and broadband connectivity of the wireless networks used by PS organizations. This paper surveys the outstanding challenges in this area, the status of wireless communication technologies in this particular domain and the current regulatory, standardization and research activities to address the identified challenges, with a particular focus on the USA and Europe.

Send comments regarding this burden estimate or any other aspect of this collection of information, including suggestions for reducing this burden, to Washington This thesis proposed a concept of distributed management of littoral operations at the tactical level, in which timeliness of information and reduced decision cycles are of critical importance. The use of mesh tactical networks augmented by sensor management, operational databases, and an appropriate level of automation of target recognition can turn the obstacles of land masses in littoral environments into a tactical advantage. Ultimately, this thesis concept aimed to enhance situational awareness by enabling the timely exploitation and dissemination of imagery data from small satellites and unmanned systems at the tactical level.Analyses of simulation and field experimentation results that focused on mobile ad-hoc networks (MANETs)-which connected dissimilar imaging sensors and enabled fusion of captured imagessupported this concept. Mesh tactical radios provided an adequate range and quality of service (QoS) to enable networking of kinetic and non-kinetic assets equipped with imaging or data relaying capabilities and to support dissemination of imagery data. Additionally, multi-spectral image fusion of thermal and visual images for target recognition yielded the best classification performance after the use of speeded-up robust features (SURF) and artificial neural networks (ANNs). Wireless telecommunications represent an important asset for public protection and disaster relief (PPDR) organizations as they improve the coordination and the distribution of information among first responders in the field. In large international disaster scenarios, many different PPDR organizations may participate to the response phase of disaster management. In this context, PPDR organizations may use different wireless communication technologies; such diversity may create interoperability barriers and degrade the coordination among first-time responders. In this paper, we present the design, the integration, and the testing of a demonstration system based on software-defined radio (SDR) technology and software communication architecture (SCA) to support PPDR operations with special focus on the provision of satellite communications. This paper describes the main components of the demonstration system, the integration activities as well as the testing scenarios, which were used to evaluate the technical feasibility. The paper also describes the main technical challenges in the implementation and integration of the demonstration system. Finally, future developments for this technology and potential deployment challenges are presented.
