A Mathematical Programming Model for Air Pollution Control*

Abstract: In this paper, a mathematical programming model is proposed, which can be useful in determining what air pollution controls should be adopted in an airshed. The methodology is based on the premise that air quality goals should be achieved at the least possible cost. Advantages of the model are its simplicity, its emphasis on economic efficiency, and its appropriateness for the kind of data that is already

“…Atmospheric quality management is essentially the process of the analysis and synthesis to the air pollution control system. So-called atmospheric system analysis is qualitative and quantitative research for an atmospheric area system or facilities system, which include that to evaluate the current situation, to find out the main environment problems, to put a series of optional target projects, and to establish the quantitative relation between emission and the quality of the permissive atmosphere [5]. The systems synthesis means the plan and design of an air pollution control system on the basis of system analysis to determine the target and to determine a management method of a system, in other words, in order to achieve certain environmental goal to select the optimal planning scheme, to optimal design, to find the optimal management method, and so forth.…”

“…For the challenge of allocating emissions reductions among multiple sources, optimization approaches can identify strategies that minimize emissions reductions, control costs or other functions, while meeting technical and other constraints. Early studies focused on minimizing costs of emission controls while keeping pollutant concentrations below threshold values (Kohn, 1969; Kyan and Seinfeld, 1972; Cass, 1981). Others focused on administrative controls and optimized dispatch schedules to minimize pollutant concentrations during periods of adverse meteorology (Sullivan and Hackett, 1973).…”

“…A classic approach is the rollback model 4 which has been extensively used in designing State Implementation Plans and in some economic analyses. 5 George Hozworth's work 6 has more meteorological content. He showed that if one assumes emissions are uniformly distributed over a region, then average pollutant concentrations can be predicted from emission/ concentration ratios derived from historic mixing height and wind speed data.…”
