The transition of China’s railways from aggressive expansion to sustainable development has sparked widespread discussions on green railways. Previous studies have primarily focused on the fundamental aspects of green rail design and construction. However, the green operation phase, one of the most critical stages in the entire lifecycle of railways, has been overlooked. This study used a mixed-method approach, combining systematic review and qualitative analysis, to identify significant environmental, economic, and social evaluation indicators for green railway transportation operations. Through an examination of 123 articles and interviews with four professors in academia, two Planning and Design Institute technicians, one government staff, and one railway practitioner, this study identified 17 key indicators associated with green operations in railways. The results showed that previous studies in the environmental aspect primarily focused on noise pollution, water pollution, solid waste, ecological conservation, and the use of construction materials. In the social part, the main concern is social equality. Green railway operations have the potential to impact social equity through the movement of people and goods, which makes accessibility a preferable evaluation measure. Regarding economic indicators, the influencing factors are more complex (such as regional GDP per capita), making it difficult to evaluate the effectiveness of green railway operations directly. We suggest the inclusion of more economic-related indicators that directly correlate with green operations in railways.

Green development is the main theme of modern development in China and even the world. Green development depends on green technology innovation (GTI). Therefore, for developing countries like China in the stage of economic transition, it is urgent to accelerate GTI to gain sustained advantages in the new round of international competition. As an important representative of contemporary rapid transportation, high-speed railway (HSR) can not only alleviate the rapidly growing transportation demand of the public, but also have potential benefits to the energy consumption structure and environmental quality. Whether and how HSR affects GTI has become the focus of this paper. Hence, by employing the panel data of 286 cities in China from 2007 to 2018 with the time-varying DID model, this paper verifies that HSR development can contribute to GTI. The main findings of this paper are as follows: (1) The operation of HSR can not only make the incremental development of GTI, but also improve the quality of GTI simultaneously. Moreover, the quality improvement effect of HSR is greater than the quantity increment effect. (2) Heterogeneity analysis shows that the positive effect of HSR on GTI is more significant for cities that have implemented LCCP. (3) This paper verifies the mediating effect of high-quality human capital. The opening of HSR further stimulates GTI by improving the level of high-quality human capital in cities and increasing the opportunities for knowledge exchange and diffusion. Based on the above findings, this paper proposes some policy recommendations to help developing countries achieve GTI with positive externalities.

Influencing Factors Analysis in Railway Engineering Technological Innovation under Complex and Difficult Areas: A System Dynamics Approach

The geological complexity, environmental sensitivity, and ecological fragility inherent in complex and difficult areas (CDAs) present new opportunities and challenges for technological innovation in railway engineering development in China. At the current stage in China, the process of technological innovation in railway engineering within CDAs still faces a series of pressing issues that need addressing. The paper identifies and determines 22 influencing factors for technological innovation in railway engineering within CDAs across five dimensions. Subsequently, a technological innovation model for railway engineering in such areas is constructed based on system dynamics (SD), which is followed by simulation and sensitivity analysis to identify the key influencing factors. The results indicate that key influencing factors for technological innovation in railway engineering within CDAs include technological innovation capability, the adaptability of technology to the environment, R&D funding investment, technological product requirements, technological innovation incentive mechanisms, and the level of technological development. The importance ranking of each dimension is as follows: technological factors > technical factors > management factors > resource factors > environmental factors. The paper provides new insights for promoting technological innovation and management development in complex and challenging railway engineering projects. It offers a fresh perspective to enhance the technological innovation efficiency of railway projects in complex and challenging areas.
