Erdem ERYAZICIOĞLU, Hüseyin CENGİZ 'Toplum için kültürel miras' anlayışının ortaya çıkması ile birlikte kültürel miras insan hakları bağlamında ele alınmaya başlamış, insan hakları kültürel miras ile ilgili kuram ve uygulamaya dahil olmuştur. Bu çalışmanın amacı evrensel, ulusal ya da yerel ölçeklerdeki bir kültürel miras sisteminin insan hakları odaklı olması için sahip olması gereken özellikleri belirlemek ve bir değerlendirme modeli oluşturmaktır. Çalışma, hak odaklı bir kültürel miras anlayışının uygulamada daha başarılı sonuç vereceği şeklinde bir iddia ileri sürmektedir. Ana hedefin hakların korunması olduğu, toplumu esas alan, yatay örgütlenmeye dayalı, yetki ve sorumluluğun tüm paydaşlarca paylaşıldığı bir sistemin hem kültürel mirasın etkin korumasını hem de insan haklarının hayata geçmesini sağlayacağı temel görüş olarak savunulmaktadır. Bu kapsamda makalede birbiri ile ilişkili üç konu ele alınmıştır. Çalışma insan haklarının incelemesi ile başlamakta ve insan hakları düşüncesinin günümüzde geldiği aşama ortaya konmaktadır. İkinci olarak kültürel miras anlayışında gerçekleşen değişim ve bu değişimin mirasın farklı boyutlarındaki yansımaları açıklanmıştır. İnsan haklarının kültürel miras kuramı ve uygulamasındaki yerinin incelenmesinin ardından, son olarak sentez niteliğinde insan hakları odaklı kültürel miras sisteminin sahip olması gereken özellikler sunulmuştur. With the introduction of the concept of 'cultural heritage for society' , cultural heritage addressed in the context of human rights, and human rights have been involved in the relevant theory and practice of cultural heritage. The present study aims to identify the characteristics that a cultural heritage system on a universal, national or local scale should have in order to be human rights-based and to form an evaluation model. The study suggests that a rights-based understanding of cultural heritage will be more successful in practice. It is argued as a basic view that the main objective is to protect the rights, and a society and horizontal organization-based system, where power and responsibility are shared with all stakeholders, would allow for the effective protection of cultural heritage and for the achievement of human rights. In this context, three interrelated issues are discussed in the article. The study begins with the examination of human rights and the stage in which the idea of human rights reaches today is revealed. Secondly, the changes in the understanding of cultural heritage and the reflections of different aspects of this change of heritage are explained. Following the examination of the place of cultural heritage theory and practice in human rights, finally the characteristics of the cultural heritage system based on human rights are presented as a synthesis.

“…The clearest illustration of critical constructivism's softening of the sociology of knowledge is that it renders the latter barely distinguishable from alternative sociohistorical perspectives that now inform a growing contextualist agenda within IR (Roshchin 2014), such as Nietzschean-Foucauldian, Skinnerian, and Koselleckian inquiries into the formation of IR thought/theory and its driving concepts (compare Bartelson [1995], Armitage [2000], Jahn [2006], Guzzini [2013], Ashworth [2014], Berenskoetter [2016]). Simultaneously, the contagious sociologizing gaze of the sociological turn has brought the discipline's intellectual historians and historiographers so much closer to that soft sociology of knowledge that they should rightly be considered an integral part of that turn.…”
