Following the catastrophic and devastating Atlantic Hurricane seasons in 2004 and 2005, there has been increased interest in formulating planning directives and policy aimed at minimizing the societal impacts of future storms. Not all populations will evacuate an area forecast to be affected by a hurricane, so emergency managers must plan for these people who remain behind. Such planning includes making food, water, ice, and other provisions available at strategic locations throughout an affected area. Recent research has tackled problems related to humanitarian and relief goods distribution with respect to hurricanes. Experience shows that the torrential rains and heavy winds associated with hurricanes can severely damage transportation network infrastructure rendering it unusable. Scanning the literature on hurricane disaster relief provision, there are no studies that expressly consider the potential damage that may be caused to a transportation network by strong storms. This paper examines the impacts of simulated network failures on hurricane disaster relief planning strategies, using a smaller Florida City as an example. A relief distribution protocol is assumed where goods distribution points are set up in predetermined locations following the passage of a storm. Simulation results reveal that modest disruptions to the transportation network produce marked changes in the number and spatial configuration of relief facilities. At the same time, the transportation network appears to be robust and is able to support relief service provision even at elevated levels of hypothesized disruption.

Integration of urban and rural infrastructure is critical to integrating urban and rural public transport. A public transport hub is an important element of infrastructure, and it is the key facilities that serve as transferring points between cities and towns. The location of hub is related to the convenience of travel for urban and rural residents and the closeness of economic interactions between urban and rural areas. In this article, considering the background of the integration of urban and rural public transport, from the perspective of public transport hubs in urban and central town, a multi-level hub-and-spoke network is designed, and the location of integration of urban and rural public transport hub is determined. Based on the connection associated with central towns and the capacity constraints of hubs and to achieve the minimum total cost, this article proposes a mixed-integer programming model that employs a genetic and tabu search hybrid optimization algorithm to validate and analyze, which used the urban and rural public transport data from a specified area of Shandong province in China. The results indicate that the model can simultaneously determine locations for hubs in cities and central towns while minimizing total cost. The hub capacity constraint significantly influences the location of two-level hubs. The hub capacity constraint in the model can reduce the transportation cost for an entire network and optimize the transportation network. This study on urban and rural public transport hub location in a huband-spoke network not only reduces the transportation cost of the network but also completes and supplements the location theory of integration of urban and rural public transport.

Determining the location of earthquake emergency shelters and the allocation of affected population to them are key issues that face shelter planning and emergency management. To solve this emergency shelter location-allocation problem, evacuation time and the construction cost of shelters-both influenced by the evacuation population size and its spatial distribution-are two important considerations. In this article, a mathematical model with two objectives-to minimize total weighted evacuation time (TWET) and total shelter area (TSA)-is allied with a modified particle swarm optimization algorithm to address the problem. The relationships between evacuation population size, evacuation time, and total shelter area are examined using Jinzhan Town in Chaoyang District of Beijing, China, as a case study. The results show that TWET has a power function relationship with TSA under different population size scenarios, and a linear function applies between evacuation population and TWET under different TSAs. The joint relationships of TSA, TWET, and population size show that TWET increases with population increase and TSA decrease, and compared with TSA, population influences TWET more strongly. Given a reliable projection of population change and spatial planning of a study area, this method can be useful for government decision making on the location of earthquake emergency shelters and on the allocation of evacuees to those shelters.
