New private property investments in Africa’s cities are on the rise, and they often take the form of entirely new cities built up from scratch as comprehensively planned self-contained enclaves. As these new city-making trajectories are expanding and empirical research is emerging, there is a need to provide more conceptual clarity. We systematically examine the diversity of new cities in Africa; elicit their financial trajectories; and set an agenda for critically examining their actual and expected implications, by learning transnational lessons from debates on gated communities, peri-urban land governance and displacement, and older waves of new city building. Although most new cities are private-led projects, they are inserted into diverse and dynamic political economies with states ranging from developmentalist to neoliberal to absent. The consumptive and supply-driven character of many projects so far (resembling gated communities for middle and higher classes), their insertion into ‘rurban’ spaces with complex land governance arrangements, and their tendency to implement post-democratic private-sector-driven governance will make them at best unsuitable for solving Africa’s urban problems, and at worst they will increase expulsions and enclosures of the poor, public funding injustice and socio-spatial segregation and fragmentation.

This article offers reflection on how Gramscian theories can be useful for critically analyzing the political significance of the actions and resistances of urban subaltern Africans. It interrogates the potential of subaltern political forms to profoundly transform society and to thus prepare for the African "future city". It merges a theoretical analysis of Gramsci's concepts relating to the città futura-and its relation to concepts of city, subalternity, political initiative and cittadinanza-with a comparative critique of urban theory applied to Africa and especially relating to the politicization of the city in Mauritania. Our reflections are based on Mauritania and the case of Nouakchott, its capital, where we have carried out our research for over a decade. We will interrogate the re-appropriations or resistances, as well as the autonomous construction of modes of living and of citymaking, made by marginal inhabitants, in order to consider their political potentialities.

Résumé Le début des années 2000 marque résolument un tournant dans l'évolution de Dakar dû, pour une part, à l'impact des importants investissements du gouvernement sénégalais dans la construction de nouvelles infrastructures urbaines, et d'autre part à la mise en œuvre, par la Ville, d'un plan d'urbanisme résolument moderne. Le rôle direct de la Chine au niveau de ces transformations a fait l'objet d'études nombreuses. En revanche, les analyses négligent trop souvent l'influence indirecte que ce grand pays asiatique exerce sur l'Afrique au travers de l'engouement que des commerçants africains ont développé pour Guangzhou et Yiwu, engouement qui se traduit en particulier par une augmentation notable, persistante et diversifiée des importations en provenance de Chine. Après les migrants et leurs investissements pour le développement de l'immobilier à Dakar (Tall 1994 ; 2001 ; 2009, ces entrepreneurs africains actifs en Chine, « traduisent » aussi à leur retour de Chine ou d'ailleurs leurs expériences du monde dans leur quotidien, leur mode de vie et dans le choix de leurs importations. Ils ouvrent ainsi les voies pour des transformations sociales et influencent aussi leur ville, Dakar, ses métamorphoses et ses habitants. C'est cette influence de la Chine, dans un contexte où le « Chine‐Afrique » envahit les media et la recherche, qui est au centre de notre propos et à cet endroit, le rôle des entrepreneurs africains qui travaillent en Chine et des importations en provenance de Chine. Dans le cadre de travaux menés au GIGA de Hambourg sur ces entrepreneurs, nos recherches nous permettent, à partir de la perception que les entrepreneurs sénégalais ont de leur expérience de Chine, de mettre en lumière leur rôle comme traducteurs et vecteurs de celle‐ci, que nous comptons illustrer dans des domaines spécifiques du quotidien que sont la conception de l'habitat, des lieux privés de représentation et de réception ou de l'ameublement. Si Dakar est une ville résolument « moderne », nous pourrons alors la discuter et observer comment cette modernité est véhiculée par ces hommes d'affaires africains ; également comprendre si l'évolution de la ville et de ses habitants et de leurs modes de vie est un produit de l'air du temps, ouvrant le chemin vers une « ville globale » (Sassen 2005) voire une « ville générique » (Koolhass 1994) ou si elle est l'expression d'une traduction locale de la modernité, l'illustration d'une alter modernité (Chenal, Petrazzini & Kaufmann 2009) ; c'est‐à‐dire ainsi une réappropriation des lieux, des objets et des rêves de la globalisation par les habitants et leurs manières de vivre, facilitée dans une certaine mesure par les entrepreneurs et commerçants africains en Chine.
