Resumo: Na literatura acadêmica, tanto a seleção quanto a avaliação para o desenvolvimento de fornecedores vêm sendo abordadas como um problema de tomada de decisão no qual um conjunto de fornecedores é avaliado com base em múltiplos critérios de desempenho. Embora já existam centenas de metodologias quantitativas voltadasAbstract: In the academic literature, supplier selection and evaluation have been addressed as a decision-making problem in which a set of suppliers is assessed based on multiple criteria. Although there are hundreds of quantitative methodologies to support the supplier selection problem, supplier evaluation aiming at developing suppliers is little explored in the literature. Furthermore, most of the existing approaches have some limitations due to the use of inadequate techniques. Thus this study proposes a new methodology to support the assessment of supplier performance, developed from the combination of fuzzy inference systems with some performance indicators of the SCOR  model (Supply Chain Operations Reference). The proposed approach enables the evaluation of aspects related to the performance of operations and costs. The results of this evaluation are used to categorize the suppliers with similar performance and identify guidelines for the management of each supplier group. To demonstrate the modeling process and use, and also to evaluate the suitability of this proposal, a pilot application involving the evaluation of 10 suppliers of a company in the automotive sector was conducted. Four fuzzy inference systems were implemented using MATLAB  and parameterized according to the judgments of two employees of the company. A sensitivity analysis was performed to verify the consistency of the results yielded by these systems. The results support the suitability of the proposed methodology and the parameterization performed during implementation. When compared with the methodologies for the assessment of suppliers in the literature, this approach presents advantages such as the appointment of guidelines for the management of the supplier base; the possibility of integration with the supply chain performance evaluation; the ability to assess simultaneously a non-limited amount of suppliers, the representation and processing of information in a linguistic format, and the mapping and internal storage of all decision scenarios of the problem.

In firms operating in low-complexity sectors, Supplier Selection generally leverages on few significant variables (price, delivery time, quality) and it is often left to the buyers' experience. On the other hand, in industries characterised by remarkable product complexity, supplier selection systems gain the characteristics of a multistakeholder and multi-criteria problem, which needs to be theoretically formalized and realistically adapted to specific contexts. An increasing number of researches has been devoted to the development of different methodologies to cope with this problem. Nevertheless, while the number of applications is growing, there is little empirical evidence of the practical usefulness of such tools, that are mainly tested on numerical examples or computational experiments and focused on a dyadic version of the problem, overlooking the wider set of actors involved in the decision-making problem. The result is a clear dichotomy between academic theory and business practice. Therefore, the paper contributes to understand the above dichotomy by evaluating the applicability to real-world multi-stakeholder problems of the two main approaches proposed in the literature to deal with supplier selection, the Analytic Hierarchic Process (AHP) and the Fuzzy Set Theory (FST). IT master plan, which allows planning and managing the development of the computer systems, derives its importance in the central role of the computer systems in the functioning of organizations. This article focuses on the use of FAHP method for analysis and evaluation of tenders during the awarding of contracts of IT master plan's realization. For those purposes, a painstaking work was realized for making an inventory of criteria and sub-criteria involved in the evaluation of tenders and for specifying the degrees of preference for each pair of criteria and sub-criteria. To find a provider for the IT master plan's realization, organizations are increasingly using tendering as the mode of awarding contracts. This paper is an improvement of a previous published paper in which AHP method was used. The goals of this work are to make available to members of tenders committee a decision support tool for evaluating tenders of IT master plan's realization and endow the organizations with effective IT master plans in order to increase their information systems' performance. Thus, public and private procurement of IT master plan's realization are becoming more frequent.The IT master plan is a strategic plan intended for piloting the development of IT in an organization. It allows having a computer system that meets the strategic options of the Directorate General. Its starting point is the strategy of an organization to reach the definition of a target in terms of IT and information system. The realization of an IT master plan aims at many objectives such as the urbanization of the computer system, the modernization of IT infrastructures (hardware and software), the reduction of IT costs, the accompaniment of the launch of strategic projects, the creation of monitoring indicators, the multi-sites deployment of the computer system.Organizations, in order to ensure their tasks, need to purchase goods or services or to execute work. These purchases designated by the term "procurement" play a considerable economic role and have a significant economic weight [2] estimated at about 20% of global GDP [3]. The award of contracts is a sensitive area as the economic interests at stake are huge [3], [4]. There are several modes for awarding contracts including tendering [5] which can be defined as a process that allows to emit a request for works, services and goods to businesses and then choose the provider after analysis of proposals according to predetermined criteria without negotiation [6].
