Preference ordering structures are useful and popular tools to represent experts’ preferences in the decision making process. In the existing preference orderings, they lack the research on the precise relationship between any two adjacent alternatives in the preference orderings, and the decision making methods are unreasonable. To overcome these issues, this paper establishes a novel concept of linguistic preference ordering (LPO) in which the ordering of alternatives and the relationships between two adjacent alternatives should be fused well, and develops two transformation models to transform each LPO into the corresponding double hierarchy linguistic preference relation with complete consistency. Additionally, to fully respect the experts’ expression habits and provide more refined solutions to experts, this paper establishes a multi-stage consensus optimization model by considering the suggested preferences represented in both the continuous scale and the discrete scale, and develops a multi-stage interactive consensus reaching algorithm to deal with multi-expert decision making problem with LPOs. Furthermore, some numerical examples are presented to illustrate the developed methods and models. Finally, some comparative analyses between the proposed methods and models and some existing methods have been made to show the advantages of the proposed methods and models.

In present-day society, government public service outsourcing has become an irreversible trend due to the gradually increasing public pursuit of service quality and efficiency. To better meet the needs of the public and effectively improve the quality of service, it has been a crucial issue for government departments to choose the most desirable one from a series of public service outsourcers (PSOs) with distinct characteristics. In this paper, to deal with such decision problems, we propose the improved elimination and choice translating reality (ELECTRE) II method with unknown weight information under the double hierarchy hesitant fuzzy linguistic (DHHFL) environment to accurately and effectively select the best PSO. Firstly, aiming at the shortcomings of the original comparison method for double hierarchy hesitant fuzzy linguistic elements (DHHFLEs), we define the hesitant deviation degree (HDD) for DHHFLEs and, based on this, further propose a new comparison method for comparing DHHFLEs more reasonably. Secondly, inspired by the classical power average (PA) operator proposed by Yager, a new method is introduced to determine the weights of experts with respect to each attribute, based on the support degree between attributes. Afterwards, an improved ELECTRE II method is proposed to address the problem of PSO selection. A numerical case about e-government outsourcer selection is given to demonstrate the enforceability of the method. Finally, comparisons between previous methods and our method are carried out to illustrate the effectiveness and strengths of the proposed method.Sustainability 2020, 12, 2315 2 of 34 harmonious relationships among the government, the PSOs, and the public through the intermediary of the supplier. As outsourced contractors, private organizations have the obligation to produce high-quality and efficient public services. The internal management level, scale, experience, and service capability of the contractor can directly determine the quality of public services, select the most efficient contractors, and standardize the contractors. Technological innovation in modern systems has significantly improved their performance. However, fault characteristics such as epistemic uncertainty and dynamic failure modes often occur when these systems break down, which greatly raises some new challenges in fault diagnosis. A new fault diagnosis strategy for complex systems is presented based on multi-source heterogeneous information considering epistemic uncertainty in this paper. Specifically, in view of the epistemic uncertainty, the failure distribution parameters of basic events are described with interval numbers and test cost of these events are evaluated using domain experts and intuitionistic fuzzy linguistic set; Aiming at the problem of dynamic failure modes, a dynamic fault tree (DFT) is used to establish the dynamic failure model and is converted into a dynamic evidential network to calculate some reliability parameters; Furthermore, a diagnostic decision table is constructed based on multi-attribute heterogeneous information such as test cost and some reliability results; Finally, a novel fault diagnosis strategy is designed based on distance-based VIKOR algorithm, which can provide some decision support for fault diagnosis and locate the fault as quickly as possible.
