A Degraded Quality Service Policy for reducing the transcoding loads in a Transcoding Proxy

Abstract: Transcoding is one of core techniques that implement VoD services according to QoS. But it consumes a lot of CPU resource. A transcoding proxy transcodes multimedia objects to meet requirements of various mobile devices and caches them to reuse later.
