A Decision-Theoretic Public Health Framework for Heated Tobacco and Nicotine Vaping Products

Abstract: Markets for nicotine vaping products (NVPs) and heated tobacco products (HTPs) have grown as these products became positioned as harm-reduction alternatives to combusted tobacco products.
