At this time, many animal lovers keep pets. Cat or cattery owners sometimes find it difficult to diagnose pet cat diseases because cat diseases are not the same as human diseases, which are easy to diagnose and provide visible symptoms. Horas Cattery is a breeding ground and provider of pet cat adoption services, including Bengal cats. From the observations of the authors at Horas Cattery, understanding of the symptoms of cat diseases is still lacking, so they still rely on the expertise of experts manually, in addition, the cost for treatment to a veterinarian is very expensive and there are still few veterinarians. In this case, the research conducted at Horas Cattery uses the Case Based Reasoning method which is one of the methods of the expert system to diagnose Bengal cat disease because the method is based on knowledge from previous cases. Based on the research conducted, it was found that the case with the lowest weight was case 13, which was 0.2. Case 2 produces a high weight of 0.6667. So the results of calculations with weights show a confidence level of more than 60%.

Risk assessment is a legal obligation for all companies in most countries worldwide. It aims to control the quality of working conditions and avoid externalizing the consequences of accidents and resulting costs to society. This work discusses the need for an adequate interpretation of the zero-risk concept from a technical-preventive perspective to assess occupational risks in construction sites. A critical analysis of several risk assessment methodologies was carried out, focusing on the evaluation criteria of little or no-risk situations. The verification of the results was made through a case study. The perception of health and safety risks by workers is very different from that of the evaluators. Often, when workers identify a situation as low-risk or even zero-risk, the evaluator assesses the same context as maximum risk. Given the workers’ and the evaluators’ responses, the Preventive Action Method establishes a new parameter, the Environment Congruence. This parameter is based on the perception of the preventive environment and gives more importance to the evaluators’ decision. When preventive action is optimal, the risk is low in all preventive observation settings. In conclusion, this study justifies the non-nullity of the risk and the difficulty of assessing zero-risk in construction sites. Therefore, evaluations with qualitative and quantitative non-risk approaches should be discarded.

The Occupational Health and Safety Management System (SMK3) is one of the factors that must be always monitored during the implementation of construction in achieving the success of project objectives. The implementation of SMK3 and decision-making still comes from project actors with different levels of experience gaps, causing the decisions taken to be less systematic and affecting the productivity of project performance. The purpose of the research is to conduct risk management simulations to increase insight into risk management and mitigation as a support for appropriate decision making in supporting project productivity, quality, and cost.Risk identification process through brainstorming, interviews, and observations with competent resource persons and project actors who have more than 5 years of experience in railway projects. Risk identification generates parameters and measures project risk by processing data using SPSS V23 software and dynamic simulation using Vensim PLE software. Simulation shows that there is a decrease in risk parameters in design and technology by -6.29%, construction management -5,12%, work safety and environment -5,90%, materials and equipment 3,37% and logistics -6,23%. Management of SMK3 by combining methods can increase accuracy in making risk mitigation decisions and can improve and understand the complexity of overall risk management performance from time to time.
