Interval type-2 fuzzy sets (IT2FSs) are useful and valuable tool to describe the decision makers' qualitative evaluation information. This paper designs a novel interval type-2 trapezoidal fuzzy decision-making (IT2TFDM) method, in which the local consistency adjustment strategy (LCAS) and interval type-2 fuzzy data envelopment analysis (DEA) are presented. First, in order to sufficiently describe the uncertain evaluation information, the definition of IT2TrFPRs is introduced, which is followed by the presentation of order consistency and multiplicative consistency for IT2TrFPRs. Then, an approach is proposed to check whether an IT2TrFPR is multiplicative consistent, and we construct a convergent consistency-improving algorithm, wherein the LCAS is utilized to retain the preference evaluation information of decision makers as much as possible. Furthermore, in order to determine the interval type-2 trapezoidal fuzzy priority weight vector, we investigate an interval type-2 trapezoidal fuzzy DEA model. An IT2TFDM method is proposed to obtain the reliable ranking of the alternatives. Finally, a fog-haze influence factor selection problem is given to show the practicality of the proposed IT2TFDM method, and the comparative analysis is carried out to clarify its validity and merits.

In management decisions, situations frequently occur when the decision makers need to allocate some amount of fixed cost among a group of decision-making units (DMUs). In this paper, we propose an approach for allocating fixed cost among a group of DMUs based on the utility and data envelopment analysis (DEA) common-weight evaluation framework. First, we give the definition of utility of a DMU to a set of fixed cost allocation and common weights' selection result. Then, an approach, which contains a max-min model and an algorithm, is given for fixed cost allocation and common weights reselection of the DMUs. Specifically, the max-min model aims to generate for the DMUs the fixed cost allocation and common weights selection result that maximizes the minimum utility among all the DMUs. In addition, the algorithm is given to solve the max-min model linearly. Compared with the other fixed cost allocation approaches, our proposed approach not only has the ability to maximize the utilities of all the DMUs and guarantee the Pareto optimality of the utilities but also ensures the uniqueness of the fixed cost allocation and common-weight selection result. Finally, the proposed approach is applied for a real case study of allocating advertising expenditure among dealers of a car manufacturer. To examine the top cruise lines' operational efficiency in three dimensions, namely, production, marketing, and profitability, this study adopts a network data envelopment analysis approach considering shared and quasi‐fixed input factors. The empirical results reveal the following findings. First, the production process tends to outperform marketing and profitability processes. Second, inefficiency of a cruise line mostly stems from overconsumption of the exogenous inputs in each process and the shared input. Third, the relationships between operational efficiency of cruise lines and some categorical factors are examined. Finally, some managerial implications derived from the empirical results are formulated for cruise lines.
