A cost-effective, environmentally-aware undersea infrastructure to enhance community resilience to tsunamis

Abstract: a b s t r a c tThe focus of this paper is on mitigating the impact of near-field tsunami detection on humans and the environment. We propose a hybrid network infrastructure that combines an undersea sensor network with fiber optic cable for cost effective, timely, and reliable near-field tsunami detection. We first formulate a cost minimization problem for near-field tsunami detection. To capture important characteristics of the environment, the optimization model incorporates into its formalization important … Show more

“…These models can be broadly characterised through their technical, social, and management domains. The technical approach to resilience focuses on how technology can positively influence resilience by reducing vulnerabilities or transferring risks to other domains (Xerandy et al, 2016;Yoon et al, 2016). For example, building infrastructure will protect a socio-technical system from specific hazards but will have economic consequences as it prioritises investments.…”

“…In particular, Beijing's urban drainage system was completely paralyzed, and roads and aviation and other transportation infrastructure were also severely affected, resulting the economic losses of up to tens of £billions (Chen, 2016). Therefore, infrastructure resilience represents not only the ability of infrastructures to withstand weather disasters but also the ability to allow the necessary mitigation actions to be implemented to meet the expected levels of protection (Xerandy et al, 2016). Some scholars consider the infrastructure system as a separate research object and conduct research on its elastic characteristics and quantification (Farahmand et al, 2020).…”
