User fees can contribute to the financial sustainability of marine protected areas (MPAs), yet they must be acceptable to users. We explore changes in the fee system and management of Bonaire National Marine Park (BNMP) from the perspective of users. Responses from 393 tourists indicated that 90% were satisfied with park conditions and considered current user fees reasonable. However, only 47% of divers and 40% of non-divers were prepared to pay more. Diver willingness-to-pay (WTP) appears to have decreased since 1991, but this difference could be due in part to methodological differences between studies. Although current fees are close to diver maximum stated WTP, revenues could potentially be increased by improving the current fee system in ways that users deem acceptable. This potential surplus highlights the value of understanding user perceptions toward MPA fees and management.

a b s t r a c tThis paper focuses on examining the validity and reliability of the contingent valuation method (CVM) in the case of evaluation of ecotourism resources in Dalai Lake Protected Area (DLPA). The CVM is a primary method to evaluate resource value, however, it is subject to criticism because of its bias. Many factors result in CVM evaluation bias, which decreases validity of the method. An important factor is that the CVM assumes that all of the respondents are certain about their answers. In fact, many respondents are not very certain about their answer, therefore, identifying the respondents' certainty level and exploring a proper method to address it are critical issues. There are three objectives in the present study: first, to identify the uncertainty treatment that can more significantly reduce the hypothetical bias, resulting in a greater closeness to the Willingness to Pay (WTP) in a real setting; second, to identify the determinants of the respondents' uncertainty; and third, to test the reliability of the respondents' payment in a real setting and a hypothetical setting by comparison with our study in 2010. One thousand three hundred fifty questionnaires about the DLPA were distributed in face-to-face interviews targeted at Hulunbeier inhabitants, and 1142 questionnaires were collected. The primary main conclusions are summarized as follows. First, the treatment of a real setting reduced the hypothetical bias, increased the WTP accuracy and had better reliability compared with the hypothetical setting. Second, income, impact (the impact of resource development on DLPA) and environmental attitudes had a significant positive influence on the respondents' certainty in hypothetical and real settings, and income and impact of resource development on DLPA had more significant influences in the real setting than in the hypothetical setting. Third, the computation of the mean WTP showed that the exposure model and the asymmetric uncertainty model YES6 fell within the 95% interval around the point estimated from the real model. The WTP of the SUM (symmetric uncertainty model) was much higher than that of the real model and the hypothetical model.

The welfare dimension of the recreational services provided by global coastal ecosystems is examined through a meta-analytical regression-based valuation approach. First, we construct a global, state-of-the-art database of stated and revealed preference estimates on coastal recreation, which includes also the grey literature and with the latest entry updated to February 2010. Second, the profile of each of the 253 observations of our dataset, which correspond to individual value estimates, was further enriched with characteristics of the built coastal environment (site accessibility, anthropogenic pressure, level of human development), characteristics of the natural coastal environment (presence of protected area, type of ecosystem, and marine biodiversity richness), geo-climatic factors (temperature and precipitation), as well as sociopolitical characteristics, such as the political stability index. In this context, the proposed meta-analytical valuation exercise explores the spatially explicit dimension of the values building upon Geographic Information System (GIS) tools. GIS are relied upon for the spatial characterization of the valued ecosystems, the determination of the role of spatially explicit variables in the meta analytical value transfer model, as well as for the value transfer exercise. The GIS characterization is observed to be extremely significant in explaining the spatial diversity of the estimates values and underlying explanatory factors. The resulting integrated valuation framework constitutes a worldwide première and it results in the first global map of the recreational value of coastal ecosystems. We argue that the presented global map may play an important role in studying the prioritization for the conservation of coastal areas from a social perspective. Although the number of applications of such techniques to coastal recreation is rapidly growing, non-market valuation studies typically have a limited geographical scope and are restricted in the range of socio-economic contexts that they consider.
