The success of the industrial strategizing process depends on many factors: on the correct formulation of the industrial development task of the selected object, on the choice and application of a verified, consistent and effective methodology for the development and implementation of industrial strategies, on the correct application of the chosen methodology, taking into account the implementation of all the stages and principles established in it. The decisive role in the development process falls precisely on the formation of the future strategy concept for the industrial development of the selected object, which is its core document and determines all subsequent processes for detailing, formalizing and composing all the developed elements at the conceptual level into a single final document – the industrial strategy.Nevertheless, the subsequent process of implementing the final industrial strategy, the effectiveness of which is determined both by the quality of the developed document itself, including the level of its accessibility and clarity for performers, and by the quality of the organizational system of its consistent and complete execution, plays an important role. All this determined the purpose of this article, which is to formulate the methodological aspects of the composition of the industrial strategy document and the conceptualization of the main methodological provisions of its implementation.In the article, the author formulates and describes the conceptual scheme for composing the final document of the industrial strategy, which includes the formation of such elements of the industrial strategy as: tasks, strategic scenario and tactical implementation block, entry strategy and exit strategy. In addition, a conceptual structure of interrelated documents for the implementation of the industrial strategy is provided, which includes: a strategic plan, roadmaps, programs and projects. The significance of each of the listed documents in the implementation of certain elements of the industrial strategy adopted for execution is specified. In addition, the author examines the signs and consequences of the integrity violation of the implementation process, and also notes the features and role of the strategic management system for the implementation of the industrial strategy.

The article proves the significance and relevance of the concept of strategic development of the regional fuel and energy complex (FEC) based on the triad consisting of innovative cluster formations, harmonization of proportions according to the graph analytical model, formation of effective system of anti-sanctions pressure. It is suggested that regional FEC should be regarded as complex hierarchical organizational technical and economic systems with a global purpose of effective functioning within the life cycle. The authors prove that issues devoted to alternative choice of cluster formations are possible only on the basis of the system criterion which takes into account financial and economic indicators as well as technical and technological, social and environmental ones. The article presents verbal comparative assessment of cluster formations – regional industrial cluster (mega-cluster), coal and energy complex (meso-cluster), mine systems (mini-cluster) – according to the classification characteristics of a cluster. It is stated that any cluster formation has the right for implementation in case it passes the criterion barrier for socio-economic efficiency.It has been stated that the global purpose for the regional FEC is to ensure energy security of the region. During the sanctions period the Kuzbass should adapt its economy towards cardinal transformation of traffic flows and develop operation of the regional FEC on the basis of harmonization of the parameters of the basic elements according to the graph analytical model. To form the targets it is essential to predict and model the development trends of the regional FEC. This fact predetermines scientific methodological support according to optimization models. The basic foundation of the regional concept is the graph analytical model of interrelation of subjects of strategic management and relations of technological elements of the Kuzbass FEC’s function. Identification of the limit parameters within all the elements of conceptual inequality of interaction, i.e. determination of conditionally optimal parameters of coal production, transportation and demand, essential energy capacities and environmental restrictions, is needed for making strategic decisions and will ensure synergetic effect within the entire production system of the region.
Livestock’s liquid waste recycling is an important ecological and manufacturing goal of proactive import substitution as an imperative of Russia’s production safety, since modern reality in economy and geopolitics dictate a need of developing our country with the goal of providing its safe functioning. In this article the main approaches to a question of introducing biogas installations as strategically important projects in Russian Federation are reviewed, several results of their introduction into different layers of society and economy are shown, an example of an implemented waste recycling project based on author’s technology in subsidiary farm of Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences (Novosibirsk) is provided. In the course of the study, the following tasks were solved: (1) a strategical need of using biogas installations in Russian Federation as one way of neutralizing global, national and regional ecological threats was defined; (2) introduction of biogas installations for different groups of customers depending on their priority goals (from farmers and food industry manufacturers reducing costs of production to zoos and agricultural holdings improving their image) was justified; (3) financial profit of introducing biogas installations on the example of organic product manufacturing in the form of «TORorganic» top dressing for plants in subsidiary farm of Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences (Novosibirsk) was analysed.
