Global emergencies have a profound impact on exacerbating food insecurity, and the protracted Russia–Ukraine conflict has emerged as a significant driver of a global food crisis. Accurately quantifying the impact of this conflict is crucial for achieving sustainable development goals. The multi-indicator comprehensive evaluation approach was used to construct a grain security composite index (GSCI). Moreover, econometric model was used to predict the potential impacts of the conflict on global grain security in 2030 under two scenarios: with and without the “Russia-Ukraine conflict”. The results conclude that global food prices reached unprecedented levels as a consequence of the conflict, leading to notable fluctuations in food prices, especially with a significant surge in wheat prices. The conflict had a negative impact on global grain security, resulting in a decline in grain security from 0.538 to 0.419. Predictions indicate that the influence of the conflict on global grain security will be substantially greater compared to the scenario without the conflict in 2023–2030, ranging from 0.033 to 0.13. Furthermore, grain security will first decrease and then increase under the sustained consequences of the conflict. The achievement of the 2030 sustainable development goals will encounter significant challenges in light of these circumstances.

Green manufacturing is becoming an important emerging field in the new round of global industrial revolution and scientific and technological competition. Scientific evaluation of China's regional green manufacturing level has far-reaching significance for promoting the transformation and upgrading of the manufacturing industry and enhancing international competitiveness. This paper defines the connotation of green manufacturing in China in the new era, proposes four dimensions of green production, green emission, green technology, and green benefit as the framework of the evaluation system, and constructs the evaluation index system. By taking 30 provincial administrative regions as research samples, based on the data from 2017 to 2020, the combination weighting method and TOPSIS are used for evaluation from the perspective of "static" and "dynamic" to identify the current situation and development of green manufacturing level in each region. It was found that the important factors affecting the green manufacturing level in each region are green products, green invention patents, sulfur dioxide, green factories, and coal consumption. The "static" evaluation results show that the green manufacturing level varies significantly among regions. The eastern area is generally better than the central and western areas, and only six regions are at high-level and medium to high-level. In addition, the four dimensions in most regions are imbalanced, with an obvious Matthew effect. The "dynamic" evaluation results show that the green manufacturing level in 30 regions appears to have six different types of dynamic trends. There is a small change in the ranking of most regions, indicating that the dynamic development of green manufacturing level has clear regional dependence, which is difficult to change in the short term. The research results show that the index system and model can effectively evaluate the regional green manufacturing level. Finally, combined with the important influencing factors, some suggestions are proposed to enhance the regional green manufacturing level.

To address the health status assessment of communication equipment under various uncertainty factors, a novel evaluation method for communication equipment health status has been developed, considering the significance of equipment metrics comprehensively. This framework integrates the subjective Analytic Hierarchy Process (AHP) and the objective Criteria Importance Through Intercriteria Correlation (CRITIC) method to determine the weighting of assessment metrics. Furthermore, a method for dynamically adjusting metric weights based on data volatility is proposed, thereby circumventing the issue of inaccurate assessments stemming from metric data fluctuations when encountering equipment instability. Empirical testing demonstrates the practical utility of this approach in accurately assessing the health status of communication equipment.
