A Comparison of Disaster Paradigms: The Search for a Holistic Policy Guide

Abstract: The following article discusses the current emphasis and attention being given to the future of emergency management, as well as theoretical constructs designed to guide research and help practitioners reduce disaster. It illustrates that while the disaster-resistant community, disaster-resilient community, and sustainable development/sustainable hazards mitigation concepts provide many unique advantages for disaster scholarship and management, they fail to sufficiently address the triggering agents, functiona… Show more

“…The civil protection actions refer broadly to the phases of the disaster management cycle, i.e. preparedness, response, recovery and mitigation (Alexander, 2005) which, despite longstanding academic critique (McEntire et al, 2002;Neal, 1997), are persistent in practice. Resilience actions undertaken by the community can be related to these phases (e.g.…”

“…For instance, Sandhu (2002) notes several DR tasks such as determining the location of backups and identifying alternative sites. Both the DR literature and practice still lack holistic approaches for conceptualizing and managing these tasks despite their frequency in DR practice McEntire, Fuller, Johnston, & Weber, 2002;Chen, Sharman, Rao, & Udaphyaya, 2013). Therefore, organizations seldom execute their task-driven plans as planned and abandon them as unpredictable challenges interrupt linear procedures.…”

“…Substantiating this argument, McEntire et al (2002) emphasise the importance of considering vulnerability reduction through development and disaster management activities, i.e., both DRR and socio-economic development should be aimed at vulnerability reduction as depicted in Figure 2. This implies the need for effective DRR strategies for vulnerability reduction where they might affect a reduction in different vulnerabilities at various levels.…”
