A atenção hospitalar como elo da rede de atenção à saúde (RAS) nos cuidados paliativos

Abstract

Palliative Care is a contemporary topic in the scientific Health Care Community, given the growing aging of the world population due to the reduction of the mortality rate.However, longevity, as result of this gradual aging, has not proportionally implied improvements in people's quality of life, and the obstinate search for cure of diseases has led us to a culture of denial of death, seen as a defeat, moving us away from the process of finitude inherent in human life. In the Brazilian context, most deaths occur in hospitals or other health care services (72%) and its urgent to ensure these deaths more humanized and less suffered. Therefore, studies and practices in palliative care are quite recent and lack practical theoretical references applied to our reality and culture. Thus, the present study presents and analyzes the public health policies published by the Ministry of Health in the last 15 (fifteen) years, in 19 (nineteen) ministerial ordinances and in 11 (eleven) different thematic axes, where Palliative Care and the Hospital Care are mentioned and showed the importance of the integration of Hospital Care to the other services (settings) of Health Care Network. Based on this survey, it is suggested the implementation of "Integrated Care Teams", formed by multiprofessional hospital teams responsible for transitional care with technical training to meet the demands of complex acute, chronic diseases and palliative care during the hospitalization time. It also suggested the establishment of the Palliative Care Line by the Ministry of Health as public policy, to offer the most appropriate care to those who are facing diseases that threaten the life's continuity.
