After the occurrence of public health emergencies, due to the uncertainty of the evolution of events and the asymmetry of pandemic information, the public’s risk perception will fluctuate dramatically. Excessive risk perception often causes the public to overreact to emergencies, resulting in irrational behaviors, which have a negative impact on economic development and social order. However, low-risk perception will reduce individual awareness of prevention and control, which is not conducive to the implementation of government pandemic prevention and control measures. Therefore, it is of great significance to accurately evaluate public risk perception for improving government risk management. This paper took the evolution of public risk perception based on the COVID-19 region as the research object. First, we analyze the characteristics of infectious diseases in the evolution of public risk perception of public health emergencies. Second, we analyze the characteristics of risk perception transmission in social networks. Third, we establish the dynamic model of public risk perception evolution based on SEIR, and the evolution mechanism of the public risk perception network is revealed through simulation experiments. Finally, we provide policy suggestions for government departments to deal with public health emergencies based on the conclusions of this study.

BackgroundIn the early stage of the COVID-19 outbreak in China, several social rumors in the form of false news, conspiracy theories, and magical cures had ever been shared and spread among the general public at an alarming rate, causing public panic and increasing the complexity and difficulty of social management. Therefore, this study aims to reveal the characteristics and the driving factors of the social rumors during the COVID-19 pandemic.MethodsBased on a sample of 1,537 rumors collected from Sina Weibo's debunking account, this paper first divided the sample into four categories and calculated the risk level of all kinds of rumors. Then, time evolution analysis and correlation analysis were adopted to study the time evolution characteristics and the spatial and temporal correlation characteristics of the rumors, and the four stages of development were also divided according to the number of rumors. Besides, to extract the key driving factors from 15 rumor-driving factors, the social network analysis method was used to investigate the driver-driver 1-mode network characteristics, the generation driver-rumor 2-mode network characteristics, and the spreading driver-rumor 2-mode characteristics.ResultsResearch findings showed that the number of rumors related to COVID-19 were gradually decreased as the outbreak was brought under control, which proved the importance of epidemic prevention and control to maintain social stability. Combining the number and risk perception levels of the four types of rumors, it could be concluded that the Creating Panic-type rumors were the most harmful to society. The results of rumor drivers indicated that panic psychology and the lag in releasing government information played an essential role in driving the generation and spread of rumors. The public's low scientific literacy and difficulty in discerning highly confusing rumors encouraged them to participate in spreading rumors.ConclusionThe study revealed the mechanism of rumors. In addition, studies involving rumors on different emergencies and social platforms are warranted to enrich the findings.

Multi-Stage Information Spreading Model in Simplicial Complexes Driven by Spatiotemporal Evolution of Public Health Emergency

The long cycle and cross-region evolution of the public health emergency have caused sharp turbulence in the society. Especially, the multi-stage and multi-channel information spreading triggered by the public health emergency has further aggravated the social panic, and even caused a chain reaction to cause greater chaos. In this paper, we extend the information spreading to simplicial complexes, and analyze the effect of the spatiotemporal evolution of public health emergency on individuals' behaviors at each stage by taking 2-simplex as an example, firstly. Then the multi-stage information spreading dynamics model is constructed and the basic reproduction number is estimated. What's more, empirical analysis and simulation are carried out to verify the effectiveness and analyze the dynamics of the model. The results show that the strength effect of 2-simplex interactions would expand information's maximum impact, and enlarge the spreading scale. Besides, the information's impact and spreading scale at the first stage are positively correlated with epidemic's initial impact. The information could spread rapidly or even rebound and produce new peaks when the public health emergency getting worsen. Especially, the rebound speed, peak and scale are negatively correlated with the initial impact of the public health emergency with epidemic local worsening. Moreover, the greater and the earlier of local and spatial deterioration, the greater the effect and the wider the information spreading scale. Furthermore, with the public health emergency in different regions getting worse or better in succession, the information's maximum impact and the spreading scale would be also enlarged. The results are useful to understand better the effect of public health emergency's spatiotemporal evolution on information spreading and suggest a promising way to weaken the negative effect of relevant information.
