In many countries today, rural development has become a priority for governments. Rural development refers to a process that envisages the development of societies not only economically but also socially and culturally. Rural areas often harbor a population that does not have sufficient income, has limited basic infrastructure facilities and opportunities, is generally engaged in agriculture or agriculture-based work as an economic activity, and has limited opportunities in education and health services. Despite all the investments and efforts made since 1923 for the development of rural communities, the large number and scattered nature of rural settlements, the difficulties experienced in transportation to these areas, and the wrong and inadequate decisions taken for these areas have led to the failure to reach the desired level for the development of these areas as a whole in Turkey, which is in the process of development. Within the scope of this study, the current level of rural development in all rural settlements in the South Aegean Region, which is among the developed regions of Turkey, and what local people see as the most important problem in the lack of rural development have been investigated. This quantitative research, which is specific to the South Aegean Region and covers all rural settlements, is important in that it emphasizes the social dimension of rural development and makes a unique contribution to subsequent rural development-oriented studies.

Mahalle mekân sosyolojisi açısından statü ve sınıf farklarının biçimlendirmediği fiziki bir alandır. Mahalleler toplumun en küçük yaşam alanını ve yerel yerleşim birimini, muhtarlıklar da en alt düzeydeki siyasal hatta hukuksal alanını oluşturur. Sosyal ilişkiler açısından ise kurumsal-hukuksal-işlevsel yönü olan, bireylerin birbirleriyle iş birliği içinde bulunduğu ve etkileştiği bir topluluktur. Muhtarlık geleneği ise zaman içerisinde oluşmuş, yine hukuksal ve siyasal boyutu bulunan ve bünyesinde birçok işlevi barından, Türk sinemasında ve edebiyatında bolca işlenmiş ve hatta bunun üzerinden toplumsal yapı tartışmaları yapılmış çok önemli tarihî ve kültürel bir kurumdur. Bir süredir dünyada ve Türkiye'de dijital devrim ve internet teknolojilerinin sağladığı olanaklar hayatın tüm alanlarını etkilediği gibi toplumun kurumsal en küçük siyasal birimi olan muhtarlık kurumunu da etkilemektedir. E-devlet süreci ile beraber muhtarlıklar işlevlerinin önemli bir kısmını yavaş yavaş dijital-internet olanaklarına devretmiş olsa da bu gelenek olarak varlığını sürdürmektedir. İşte bu makalede muhtarlık geleneğinin tarihsel, hukuksal ve konjonktürel değişiklere paralel tekrar sorgulanması amaçlanmaktadır. Ayrıca yeniden tanımlamanın gerekçeleri ortaya konulmaya çalışılmıştır. Makalenin ihtiyaç hissettiği veri kaynakları ise ilgili mevzuatlar, alan yazın ve saha çalışmalarından elde edilen ikincil verilerdir. Bu veriler ışığında problem literatür ve mevzuat incelmesine dayalı olarak ortaya konulmuş, tartışılmış ve sonuçlandırılmıştır.

With the Law No. 6360, which began to rule in April 2014, aiming ensuring efficiency and efficiency in the services provided by local governments, major changes were introduced in the local government structure in Turkey. The service area of metropolitan municipalities expanded to provincial boundaries. The scale of local services and the financial power of metropolitan municipalities were increased. The towns and villages have been transformed into neighborhoods of districts in the metropolitan municipalities. This study aims to examine the extent to which the law, in views of mukhtars, being as a mukhtar before and after the law, by a survey and loose structured interview. The findings were evaluated in terms of efficiency and efficiency in local services. The result shows the importance of the scale of the local service has emerged and there are different service expectations in the villages that have been transformed into the neighborhoods.
