OEnergy efficiency is a vital factor to promote sustainable development. In this paper, the directional distance function–global Malmquist–Luenberger model (DDF-GML) is applied to measure the energy efficiency levels of 30 provinces in China from 2000 to 2017. Simultaneously, the impacts of the economic growth targets and marketization on energy efficiency are empirically tested using the generalized system moment estimation (SYS-GMM) and mediation effect model. The statistical results reveal that energy efficiency is on the rise every year as a whole. Mediated by marketization, economic growth targets inhibit energy efficiency by distorting marketization. Moreover, there is significant regional heterogeneity in the impacts of economic growth targets on energy efficiency. The inhibition effect of economic growth targets on energy efficiency in the eastern region is greater than in the central and western regions. The above empirical results are determined to be robust through testing.

The role of information and communication technology on green total factor energy efficiency: Does environmental regulation work?

China is gradually changing its pursuit of rapid economic growth into a pursuit of economic development quality. In this context, whether "cyberpower" and "digital China" strategies are truly conducive to China's sustainable development still needs to be further tested. This paper constructs China's provincial information and communication technology (ICT) comprehensive development level index from the four dimensions of penetration, coverage, information resources, and business and then innovatively undertakes a theoretical framework integrating ICT, environmental regulations, and green total factor energy efficiency (GTFEE) for the analysis. Using panel data from China's 30 provincial administrative regions from 2006 to 2017, this study explores the direct impact, moderating effect, nonlinear relationship, and regional differences of ICT development on GTFEE. It is indicated that ICT development plays a positive role in promoting GTFEE and that this role is moderated by environmental regulations. The regression results of the dynamic threshold model indicate that diverse environmental regulation intensities lead to different influences of ICT development on GTFEE. Moreover, the impact of ICT development on GTFEE is heterogeneous among different regions. Specifically, the western region may gain more benefits from ICT development by virtue of the late-mover advantage.

With the acquisition of sustainable development, pursuing the coordinated development of social economy and ecological environment has been a critical approach of Northeastern China. Since the reform and opening-up, marketization has profoundly affected the regional social economy. However, what role will marketization play in regional sustainable development? Can marketization improve sustainable development measured by the coupling coordination degree? This paper adopts the coupling coordination degree model (CCDM) to estimate the coupling coordination degree and further explore the impact of marketization on the coupling coordination degree in Northeastern China from 1994 to 2019. The results show that the average values of the static coupling degree (SCD), dynamic coupling degree (DCD), and coupling coordination degree (CCD) remained in a tiny coordinated state, which indicated that the level of sustainable development in Northeastern China is presented still primary from 1990 to 2019. Marketization has a significant negative impact on the coupling coordination degree, which indicates that marketization should be considered in the process of sustainable development in Northeastern China.
