Foy wrote to Saumarez in August 1811 stating that spies were present, some on packet ships from Britain, 'to expose this Government in the Eyes of the French', and to delve into the secretive provisioning operations.They were not helped by the late Swedish consul in London on whose passports or certificates the spies were admitted into Gothenburg.…”
