Health Technology Assessment for Decision Making in Latin America: Good Practice Principles

Abstract: The main recommendation was to progress gradually in strengthening HTA and its link to decision making by developing appropriate processes for each country, without trying to impose, in the short-term, standards taken from examples at the international level without adequate adaptation of these to local contexts.

“…En el primer Foro Latino Americano de Políticas en ETESA de HTAi, realizado en Costa Rica en el año 2016, se discutió sobre los principios de buena práctica que debían guiar la ETESA en la región. Dentro de los principios identificado por los países como más prioritarios se encontraron la transparencia en la realización de ETESA, el involucramiento de actores relevantes (tema discutido en el segundo Foro realizado en Lima, Perú en 2017)(12), la existencia de mecanismos claros para el establecimiento de prioridades, la existencia de mecanismos de apelación y la existencia de un vínculo claro entre la evaluación y la toma de decisión (13). Estos motivos influyeron en la selección del tópico para este tercer Foro de ETESA en Latino América para el año 2018, ya que la utilización de matrices de valor es postulada como una estrategia para favorecer la aplicación de estos principios, así como para promover la transparencia en el proceso de evaluación de tecnologías sanitarias, facilitando de esta manera la participación de distintos actores a lo largo del proceso incluyendo pacientes, profesionales de la salud y productores de la tecnología entre otros.…”
