Comparing the New York State Smokers’ Quitline Reach, Services Offered, and Quit Outcomes to 44 Other State Quitlines, 2010 to 2015

Abstract: Although the New York Quitline was open fewer hours per week and offered fewer counseling sessions and a smaller amount of free NRT than most of the other 44 state quitlines, the New York Quitline had similar quit rates to most of those state quitlines.

“…This campaign complemented a broad public health strategy that included local NYSDOH contractors directed to engage with health system administrators in their catchment area to encourage adoption of system strategies from clinical guidelines (3) (eg, tobacco use screening in the electronic health record), and paid media directed at smokers to encourage quit attempts by engaging with providers. This broad set of strategies has the potential for reaching a large proportion of smokers with an evidence-based intervention, because 70% of smokers express a desire to quit (6) and 80% see a provider annually (4).…”

“…The results of this study are promising and suggest that a media campaign directed at health care providers with key messages focusing on a clear set of recommended treatment procedures could benefit the nearly 80% of smokers who see a provider annually. This approach for reaching a large proportion of smokers with effective provider interventions has far more potential than current public health standards (4).…”

“…In 2009, the North American Quitline Consortium (NAQC) estimated that, with promotions and sufficient funding, quitlines could potentially reach 16% of smokers annually [7]. From the early 2000s through to 2015, the annual reach for state quitlines in the United States averaged between 1% and 2% of all smokers, nationally [2,3,6,8,9,10,11,12,13,14,15]. Data from previous studies and from CDC’s National Quitline Data Warehouse (NQDW) indicate that the annual state-level quitline reach ranges from less than 0.1% to around 4.0% [14,15].…”

“…Using a guided imagery approach may be a method for increasing quitline use among underserved tobacco users 17 and promoting cessation among men, who are less likely to use smoking cessation services, 18 and among racial/ethnic minorities, who are less likely to quit smoking than non-Hispanic/Latino Whites. 19 Although they are available in all 50 states, quitlines reach a small percentage of the smoking population, 20 22 making them an effective but underutilized method for disseminating cessation programs. Most employer-based and insurance-based cessation programs are contracted to the same quitline providers that deliver state-contracted quitline services, and utilization of these programs is low, with most participants using nicotine replacement therapy (NRT) alone.…”
