Abstract. The STAR-FLOOD (Strengthening and Redesigning European Flood Risk Practices Towards Appropriate and Resilient Flood Risk Governance Arrangements) project, funded by the European Commission, investigates strategies for dealing with flood risk in six European countries: Belgium, the UK, France, the Netherlands, Poland and Sweden and in 18 vulnerable urban regions in these countries. The project aims to describe, analyse, explain, and evaluate the main similarities and differences between the selected EU Member States in terms of development and performance of flood risk governance arrangements. It also discusses the scientific and societal importance of these similarities and differences.Attention is paid to identification and characterization of shifts in flood risk governance arrangements and in flood risk management strategies and to determination of triggering factors and restraining factors.An assessment of a change of resilience and appropriateness (legitimacy, effectiveness, efficiency) of flood risk governance arrangements in Poland is presented and comparison with other European countries is offered.

Low impact development (LID) is an important control measure against extreme rainfall events and is widely applied to relieve urban flood disasters. To investigate the effects of LID practices on flooding control under different rainfall scenarios, this paper constructs a rainfall-runoff model based on the storm water management model (SWMM) for a typical residential area in Guangzhou, China. The model is calibrated by using observed rainfall and runoff data. A total of 27 rainfall scenarios are constructed to simulate the change characteristics before and after the LID practices. Also, the projection pursuit method based on a particle swarm optimization (PSO) algorithm is used to assess the flooding characteristics. The results show that the constructed rainfall-runoff model can closely reflect the relationship between rainfall and runoff, with all Nash-Sutcliffe coefficients of efficiency (NSE) exceeding 0.7. It was found from the simulation and assessment of the constructed rainfall scenarios that the changes in rainfall characteristics have a considerable impact on the constructed drainage system and that LID practices can properly control the floods. However, with an increase in rainfall peak coefficient, intensity or duration, the control effects of LID tend to reduce. Particularly in the scenario of relatively high rainfall intensity, the impact of rainfall duration and the rainfall peak coefficient on the LID practices is minor.

GLOBAL EFFECTS OF TEMPERATURE AND PRECIPITATION IN GREEN ROOFSABSTRACT: The effect of temperature, solar radiation and rainfall directly affects the cities, especially densely occupied areas, with impacts on the formation of heat islands and urban flooding. The purpose of this article is to evaluate the influence of factors and meteorological elements in the behavior of green roofs installed in more than 100 countries from the climatic classification of Köppen-Geiger. They were mapped more than 170 scientific papers published in national and international journals with experimental and modeling studies applied on green roofs. The results indicate a predominance of 70% of studies with green roofs in temperate areas, 65% of research related to thermal comfort and the quantity and quality of runoff retention. The researches reveal a relative influence of geographic factors that condition the climatic elements of temperature and precipitation in the capacity of runoff retention in green roofs, however, they are able to condition cooling systems as they delimit thermal effects caused by temperature variations present in surfaces green roof.
