1Historically, the focus of the agricultural industry has been increasing profit through maximizing crop yield. Costs for energy and water are small compared to equipment and personnel, and are thus often overlooked. However, energy costs for irrigation are increasing and could be exacerbated with declining water levels in many Western states. This trend has motivated many farmers to explore sustainable irrigation water and energy management practices. Much of this new focus has been directed towards the adoption of new agricultural technologies with a misplaced assumption that technology alone will inherently bring all the benefits. On one hand, farms are going through a paradigm shift, and are turning into net electricity generators, and on the other, higher penetration of intermittent renewable sources into the electricity grid, require dynamic loads to help the grid balance its intrahour variability and short duration ramps. The agricultural industry could be restructured to utilize larger amounts of renewable energy such as wind and solar and provide a great deal of flexibility to the grid. As emerging producers of clean energy, farmers are required to learn and speak the complex language of the electricity grid in order to monetize their energy generation while making the renewable electricity grid more resilient and reliable. In this paper, we develop a foundational approach for understanding and connecting three important concepts that can help the agricultural industry during this critical transition period. Those three concepts are: (a) current and future needs of the electricity grid, (b) available electricity market mechanisms through which farms can provide services to the grid, and (c) understanding electricity consuming/generating equipment on farms. Defining these concepts and condensing them into a standardized framework, can remove a significant barrier for enabling farms to provide services to the electricity grid while improving their bottom line.

Leveraging the potential flexibility of large electrical loads has become an attractive option for maintaining grid reliability, especially in electric grids with high penetrations of variable renewable energy. The water sector is a particularly attractive option for demand‐side flexibility due to its vast water storage infrastructure, large interruptible pumping loads, and energy generation opportunities. Shifting the timing of water supply and wastewater utility operations can reduce peak load and temporally align energy‐consuming activities with periods of cheap electricity prices and/or high renewable energy generation. This paper presents a general overview of demand‐side management strategies in water and wastewater systems, focusing primarily on demand‐response measures. We find that while there is consensus in the literature about the potential for water systems to provide flexible demand‐side management services, there is a need for developing comprehensive water‐energy models to examine the value of load management as a source of revenue for water utilities and as a source of flexibility for the electric grid. More experimental studies and simulation efforts are also needed to address the technical complexities and water quality concerns associated with interrupting water and wastewater utility operations. Energy Efficiency First (EE1st) is an important concept that, if implemented, will minimise the cost of the energy transition by exploiting the end-use energy efficiency and demand response potential of end users. The power sector is particularly relevant for the application of the EE1st principle as it needs to be decarbonised early, demand is to grow due to the electrification, and due to the increasing value on demand flexibility to maintain system balance. In this paper we show that consumers need to be considered as multiple resources for the power system and examine key regulatory tools to mobilise consumers to offer their flexibility and DSOs to use this flexibility to reduce the need for network asset investment. The pricing of energy and network is key in delivering demand-side flexibility. At the same time DSOs need to consider them in their network planning by law, and regulators are encouraged to incentivise them to integrate the consumers in network operation innovatively. The European regulation provides an appropriate framework for the implementation of the principle in the power sector. It is now the tasks of national regulators to implement them effectively.
