Abstract

Even though protectionism has different intensities in different periods, it is a foreign trade policy which is constantly on the agenda. Protectionism does not only involve restricting imports but also supporting for exports. There are a wide variety of policies and methods in protectionism. Historically, these policies and methods have been implemented by various countries in different ways. It has been observed that protectionist policies have generally been reached to the serious levels during the post-crisis periods. Indeed, after the 2008 global financial crisis, an upward trend in protectionism has been observed in many developed and developing countries, especially in the United States. A similar trend has also been observed for G-20 countries. In this context, rising tariffs led to trade wars. The General Agreement on Tariffs and Trade and the World Trade Organization could not prevent these tariff increases. The rise in new protectionism has been exacerbated by mutual retaliation. Accordingly, a global decline in foreign trade and production is expected. Within this framework, it is aimed to examine the protectionism and reveal its dimensions and effects from the historical perspective. In this context, the main objective of the study is to analyse the rising new protectionism trends and to discuss the possible effects of different practices after the global financial crisis.
