Expecting UPP: Circulation, violence and poilitical market in Baixada Fluminense

Abstract

partir dos impactos na Baixada Fluminense no plano das sociabilidades e representações na trajetória de moradores que pertencem a uma igreja evangélica tradicional e uma associação de moradores. Argumento, a partir da pesquisa de campo, que podemos compreender a reconfiguração das práticas do Estado em suas margens e a legibilidade das políticas de controle direcionadas às populações pobres e vulneráveis, não apenas a partir das favelas cariocas e suas representações. Tomar a Baixada Fluminense em sua constituição específica, de entrelaçamento entre mercado político e violência de um lado, e em seu aspecto relacional com o Rio de Janeiro, de outro, nos leva a compreender melhor esses diferentes regimes territoriais ocasionados pelas políticas de pacificação.

“…My interest here is to emphasize, through this debate, that public security policy and its facilities, personnel, techniques and technologies produce different regimes of territorialities both through their presence -and absence -and through their differences and modulations. An analysis of the problem of violence in Rio de Janeiro, based on the question concerning the 'absence of the UPP,' as discussed by Miagusko (2016), is thus indispensable to understanding the production of territorialities in the State of Rio de Janeiro through state interventions.
