The purpose of this article is to analyze the records related to the diagnosis of degeneration (concept derived from Traité des dégénérescences, by Bénedict-Augustin Morel, published in 1857), based on documents from institutions for the insane according to the Assistência aos Alienados no Brasil program (Brazilian Assistance to Individuals with Mental Illnesses). The aim of this work, with a theoretical framework, is to assess interpretative asymmetries related to theories of degeneration at the beginning of the 20th century. Emphasis is given to the particularities of interpretation of the theory of degeneration in the Brazil, which may be attributed to the policies introduced by the newly settled Republic regarding racial mixing in the local society as a result of the trafficking of enslaved Africans before the abolition of slavery (1888). Intellectuals started to explain the Brazilian reality through race, which often led to the diagnosis of people’s degeneration of psychophysiological nature. However, according to a diachronic perspective, the term “degeneration” has had different meanings, mainly within the period covered by this article, during which Juliano Moreira, a doctor with black and white ancestry and a Kraepelin scholar, occupied the role of director of the Hospício Nacional de Alienados (National Institute for Individuals with Mental Illnesses), from 1903 to 1930.

I Universidade Federal do Rio Grande do Sul (UFRGS), Porto Alegre/RS -Brasil RESUMO -Medicalização dos Modos de Ser e de Aprender.Este artigo analisa os modos de ser e aprender na escola, considerando a medicalização como dispositivo que transforma comportamentos da vida humana em patologias. Investe-se na dimensão histórico-conceitual, problematizando esse processo. Os acontecimentos escolares apresentados dão visibilidade à prática escolar de inventar diagnósticos que justifiquem o não-aprender. O presente artigo apoia-se no pensamento foucaultiano, sobretudo, em relação à estratégia constitutiva de subjetividades pelos discursos. A análise, ao problematizar as práticas escolares e os discursos patologizantes, investe na compreensão da condição humana considerada em permanente transformação. Palavras-chave: Educação Especial. ABSTRACT -Medicalization of Modes of Being and Learning.This article analyzes the modes of being and learning in school, considering medicalization as a device that transforms human life behaviors in pathologies. We invest in the historical-conceptual dimension, discussing this process. The school events here presented provide visibility to the practice of inventing diagnoses that justify the non-learning. The article is built on Foucault's thinking, particularly in relation to the strategy of subjectivity constitution by discourse. The analysis focuses on the comprehension of the everchanging human condition, while it discusses school practices and pathologizing discourses.

Trata da circulação da ciência psiquiátrica alemã no Brasil no início do século XX. Especificamente, discorre sobre a apropriação de teorias e práticas de Emil Kraepelin, tanto por Juliano Moreira, diretor do Hospício Nacional de Alienados e da Assistência a Alienados do Distrito Federal (Rio de Janeiro), quanto pelo grupo de médicos que ele aglutinou em torno de si, entre 1903 e 1933. Discute os modos pelos quais Kraepelin foi acionado, levando em consideração o repertório médico-mental existente no período, o contexto político e científico e as controvérsias internas ao campo psiquiátrico nacional. Finalmente, busca analisar tais escolhas a partir das relações que se estabeleceram entre a psiquiatria do Brasil e da Alemanha no período.
