“…In one of the rare studies about the phenomenon in Brazil, Empinotti (2011) suggests that non-participation may also result from pragmatic choices of sectors of civil society, which rationalize the political onslaughts, anticipating the possibilities of one-shot successes or of direct gains in influence on public management.
