A strategy to avoid the loss of habitats and preserve large areas is the establishment of protected areas. Brazil's Conservation Units National System (SNUC) determines that protected areas should be surrounded by buffer zones where human activity is restrict, but the established size of the buffer seems arbitrary. The restrictions provided by SNUC could be based on limits that allow the persistence of species' ecological function. Here we use the "landscape species" concept as a tool for buffer zone design, using the marsupial Micoureus paraguayanus as a model organism. We used its minimum area requirement for population viability (5,000 ha) to define the size of buffer zones around protected areas with smaller size that the minimum required area. The amount of habitat within protected areas was negatively correlated with the buffer size. Therefore, the largest the protected area, the smaller should be its buffer zone, provided that it does not have an impermeable barrier. Buffer zones are generally in private properties and, therefore, governmental incentives are essential to stimulate land uses compatible with biological flux through a permeable matrix. The method proposed here provides a simple analysis that can be used to establish the limits of buffer zones.

Buffer zone use by mammals in a Cerrado protected area

Habitat loss and degradation is threatening mammals worldwide. Therefore, Protected Areas (PA) are of utmost importance to preserve biodiversity. Their effectiveness, however, depends on some management strategies such as buffer zones, which prevent/mitigate the impact of external threats and might increase the amount of available habitat for wildlife existing within reserves. Nevertheless, how intensively terrestrial mammals use buffer zones remains little studied, particularly in the Neotropical region. Aiming to analyse the use of a buffer zone (5 km wide) by medium and large-sized mammals, we modelled the occupancy probabilities of five species of conservation concern including local (interior and buffer zone) as a site covariate, simultaneously controlling for imperfect detection. Data collection was made with camera traps from April to September 2013 in a 9000 ha Cerrado PA (“interior”) and in its surrounding area (39721.41 ha; “buffer zone”). This PA (Jataí Ecological Station) is immersed in a landscape where sugarcane plantations predominate in the northeastern of the state of São Paulo. We also conducted an inventory to compare the number and composition of species between interior and buffer zone. A total of 31 mammal species (26 natives) was recorded via camera traps and active search for sightings, vocalizations, tracks and signs. Occupancy estimates for Myrmecophaga tridactyla, Leopardus pardalis and Pecari tajacu were numerically higher in interior. On the other hand, Chrysocyon brachyurus had the highest occupancy in buffer zone, while the largest predator, Puma concolor, used both areas similarly. However, as the confidence intervals (95%) overlapped, the differences in occupancy probabilities between interior and buffer were weak for all these species. Additionally, regarding only the species recorded by cameras, the observed and estimated richness were similar between interior and buffer zone of the PA. Our data demonstrated that the buffer zone is indeed used by medium and large-sized mammals, including conservation-dependent ones. The lack of enforcement of current legislation regarding buffer zones is therefore a real threat for mammals, even when protection is guaranteed in the interior of protected areas.

RESUMO:O Santuário Ecológico de Ilhabela foi criado mediante decreto municipal em 1992, apresentando desde aquela época evidências de degradação ambiental devido a atividades humanas. Com a criação do Sistema Nacional de Unidades de Conservação, a categoria "Santuário Ecológico" passou a não ter mais validade, havendo necessidade de recategorização a uma das categorias presentes na Lei. Ilhabela é um município que tem como principal fonte de renda atividades relacionadas ao turismo, que, se mal planejadas, podem levar a impactos sociais, ambientais e econômicos. A região do Canal de São Sebastião em que o Santuário está localizado possui rica fauna marinha, mas também sofre grande pressão antrópica, fator que pode colocar em risco, inclusive, a saúde e bem-estar de moradores, turistas e da fauna marinha local. Nos últimos anos, grupos vêm buscando apresentar dados que justifiquem a proposta de recategorização da área, até o presente momento sem sucesso. Este artigo tem por objetivo contextualizar a atual situação do Santuário Ecológico de Ilhabela, apresentar subsídios que justifiquem sua recategorização e indicar caminhos para a continuidade do processo.Palavras-chave: Unidade de Conservação; área marinha protegida; Ilhabela; Santuário Ecológico; turismo.ABSTRACT: Ilhabela Ecological Sanctuary is a marine protected area created through a municipal decree in 1992.
