The creation of buffer zones (BZs) around protected areas (PAs) has been proposed as a way to conciliate the effective protection of biodiversity and human occupation in surrounding areas. In this study, we seek to discuss some of the challenges to effective buffer zones, focusing our attention on investigating two instruments used for the planning of these areas: the management plan of protected areas, and the municipal master plan. To achieve this, we evaluated the planning of land use around protected areas, as established in the management plans of four protected areas, located in southeastern Brazil, as well as in the master plans of the municipalities covered by these protected areas. We found that these management plans established recommendations rather than specific rules for the use of resources of the buffer zones. Additionally, we verified no uniformity between the master plans on the topic of municipal zoning in the BZs of the PAs studied: only five of the fourteen master plans surveyed delineated a zone around the protected area and defined guidelines for land use consistent with its protection. The results of this study indicate that the use of the buffer zone as an effective strategy for the management of protected areas requires a link between the PA managers and the local government responsible for land use planning, in order to facilitate the articulation between the management plan of the PA and the municipal master plan. Otherwise, the establishment of the buffer zone risks being only a symbolic action, with no practical effect on biodiversity conservation within the protected area.

Background: Natural landscape patches are in risk of deleterious effects due to population growth and rapid urbanization process. To minimize those environments degradation, legal instruments were instituted, such as protected areas, which are defined as spaces physically bounded that are mainly designated to conservation and preservation of their natural and cultural resources. This paper studies the Environmental Protection Area (Área de Proteção Ambiental, APA) of Iguaçu, located on the shore of THE namesake river in Curitiba, Paraná, Brazil. Objective: Given this context, the research aims to assess landscape interferences in physic, biotic and anthropic aspects, both inside and in the surrounding of the searched region, by classifying them based on their coherence with guidelines present on plans, programs and projects directed to this conservation unit. Methods: Preliminarily, there was a bibliographic review so that it was possible to comprehend the concepts associated to the subject. Subsequently, studies were performed on the land uses regarding the years 2000 and 2017, by satellite images interpretation, as well as photographic registers and carrying out on surveys. After that, pertinent plans, programs and projects were analysed. Results: By the assessed data, it is possible to conclude that changes of uses inside the APA were less expressive when compared to the surroundings. It is also verified that irregular occupations were not appropriately controlled, as well as that there are other socioenvironmental inadequacies in the region. Nevertheless, the municipality has been creating several guidelines for these issues resolution, although disconnected to each other. Examples of such initiatives include the creation of parks and the land regularization. Conclusion: Consequently, it is concluded that the establishment of a protected natural area is not sufficient on its own for the adequate management of such spaces, being necessary implementation of specific management plan, integrated to intervention projects for the appropriated APA administration.

Há uma demanda por pesquisas e informações que sustentem o planejamento e as práticas em áreas protegidas. Paralelamente, existe o compromisso social histórico das universidades brasileiras de extensão do ensino e pesquisa à sociedade. Considerando essas interfaces, o presente trabalho tem como objetivo investigar como os Planos de Manejo são abordados nas pesquisas científicas publicadas em artigos. Para isso foi realizado procedimento de revisão da literatura. Os resultados são advindos de 39 artigos selecionados dos quais 25,64% tratam de aspectos de gestão e governança das áreas. Apenas quatro artigos tiveram como objeto de estudo o Plano de Manejo. O Plano de Manejo serve como referência bibliográfica em 30,77% dos artigos analisados, revelando que são menores as investigações que têm o Plano de Manejo com maior ênfase na pesquisa. Apesar de a maior parte dos artigos encontrados indicarem que podem contribuir com a elaboração dos Planos de Manejo locais e discutirem sobre as fraquezas dos Planos vigentes nas UCs investigadas, somente 11,11% destes centram-se em discutir os Planos de Manejo, colaborando assim com as UCs em questão. Nesse sentido, verifica-se a distância entre academia e ações sociais. Conclui-se que há a necessidade de publicação de resultados revisados por pares para construção do conhecimento dessas áreas, especialmente para avaliação e melhora do Plano de Manejo enquanto ferramenta que promova e garanta manejo efetivo e gestão participativa. Ademais, recomenda-se que pesquisadores se coloquem à disposição para colaboração real e prática nos locais que lhes são objeto de estudo. Da mesma forma, faz-se necessário que as comunidades busquem apoio das universidades.
